Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number G13PS00379is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. This Solicitation is set-aside for Small Business; NAICS code 541360, Geophysical Surveying and Mapping Services, small business size standard: $14. Contract line item number (CLIN) 00010: Aerial Geophysical Survey: Survey Design Area "A" for Total field aeromagnetic survey over New Madrid, Missouri, USA; per the Work Statement (WS) and attached area map; CLIN 00020: An Indefinite Quantity of additional Line-kilometers flown in conjunction with Item 00010 within the Survey Design Area "B" for the same region. This Item is subject to available funds. This Item shall not to exceed an additional 10,000 Line-kilometers. Proposals/Quotes shall provide a price per additional line-kilometer. If awarded, these additional flight lines will be adjacent to the other flight Areas in the same general region of New Madrid, Missouri and Arkansas. The Contractor shall furnish all labor, materials, and facilities, except as otherwise herein specified, required for conducting a fixed-wing aeromagnetic survey in Missouri and Arkansas (see Coordinate List below and Location Map attached) to provide digitally recorded and processed aeromagnetic data in accordance with the terms, conditions and specifications set forth in this contract. Proposal Submission. Offerors shall submit proposals in.pdf (Adobe) format as an attachment(s) to email(s) sent to Don Downey ddowney@usgs.gov. Please call 303-236-9331 to verify that the proposal has been received. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. In addition the USGS requires registration in four databases: 1. The USGS requires registration with the Central Contractor Registry (CCR) prior to receipt of order, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov;2. Offeror must be registered in the FedConnect database; complete registration in FedConnect at https://www.fedconnect.net; 3. Offeror must be registered on Online Representations and Certifications Application (ORCA) before an award could be made to them. If company is not registered with ORCA, they may do so by going to ORCA web site at www.sam.gov/; and4. Electronic Invoicing and Payment Requirements - Internet Payment Platform (lPP) (September 2011) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP)."Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: A copy of the Contractors internally generated invoice. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal. Provision at 52.212-2, Evaluation Commercial Items, applies to this RFP. 12.602 Streamlined evaluation of offers. 52.212-2 Evaluation - Commercial Items. (JAN 1999) The Government will award a contract resulting from this solicitation to the responsible seller whose bid conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered. Non-Price Factors A, B, C, D, and E are of equal value. The Non-Price Factors combined will be of an approximately equal value to price. The following non-price factors shall be used to evaluate bids: Factor A: SELLERS SHALL PROVIDE EXPERIENCE AND QUALIFICATIONS DOCUMENTATION (Documentation provided by the seller shall not exceed 10 pages.) of the firm in performing the required type of survey in similar terrain. Submit a contoured airborne geophysical map of a similar survey performed over similar terrain. Organizational experience including that of proposed subcontractor, and qualifications of the personnel and pilots who would be assigned to the contract; resumes shall be included. Factor B: SELLERS SHALL PROVIDE THEIR TECHNICAL APPROACH PLAN (Documentation provided by the seller shall not exceed 10 pages.) Demonstrated understanding and approach to the requirement including technical approach to data acquisition, data processing procedures and management plan for scheduling mobilization, equipment, personnel, and subcontractors. This includes a discussion on variations from the survey specifications stated in the RFP that a vendor feels are justified based on their particular system and its platform. Factor C: SELLERS SHALL PROVIDE PAST PERFORMANCE DOCUMENTATION (Documentation provided by the seller shall not exceed 2 pages.) Past performance information is relevant information, for future source selection purposes, regarding actions under previously awarded contracts. It should include, record of conforming to contract requirements, adherence to contract schedules, including the administrative aspects of performance; history of reasonable and cooperative behavior and commitment to customer satisfaction; business-like concern for the interest of the customer. Provide a minimum of three (3) references of previous surveys including that of proposed subcontractor(s) where the USGS could request applicable past performance information. Past performance information provided by references, from Government records, or from other than the sources identified by the seller may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision. Factor D: SELLER'S SHALL PROVIDE A QUALITY CONTROL PLAN (QCP). The QCP shall include procedures and measures for helicopter electromagnetic or fixed-wing aeromagnetic system calibration, in-flight data acquisition, flight path location, ground magnetometer data acquisition, pre-planned flight surface, GPS, and data processing and map preparation. Factor E: SELLERS SHALL PROVIDE EQUIPMENT SUITABILITY, CONTINGENCY, and SAFETY PLANS - Availability and quality of proposed data acquisition and processing equipment. Provide descriptions of instruments and equipment. Aircraft ability to maintain flight line elevations and locations as described in the Performance Work Statement to include the expected angle of climb (meters per kilometer) and description of electronic navigation if proposed. Sellers shall provide copies of certificates of aircraft worthiness, registration, and liability insurance. Bids shall include the sellers safety plan. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
