Description
Naval Air Systems Command (NAVAIR) intends to award a Sole Source Firm-Fixed Price contract to Goodrich Electrical Power Systems, 8380 Darrow Road, Twinsburg, OH 44087-2329 for the procurement of Generators, Generator Control Units (GCU), and Differential Protection Current Transformers in support of the E-6B Mercury aircraft. This procurement will also cover associated production and line replaceable unit (LRU) spares. The Government intends to negotiate this procurement pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1. Under the proposed effort, Goodrich Electrical Power Systems will supply the United States Navy with the identified generator and associated components in support of the modernization of the Auxiliary Power Units in all E-6B Mercury aircraft. The E-6B qualified part numbers are Part Number BA17701-01 (Generator), Part Number CB08801-01 (GCU) and Part Number PC04401-01 (Differential Protection Current Transformer). Utilization of different generator components would alter the APU configuration and result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. A solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Inquiries concerning this synopsis should be submitted IN WRITING via electronic mail to the Contract Specialist, Mr. Ryan Delaney, at ryan.delaney@navy.mil, with a copy to the Procuring Contracting Officer, Mrs. Amber Wood, at amber.f.wood@navy.mil. Telephone requests for information WILL NOT be accepted. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
