Description
THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA244-13-B-0080 for Project No. 542-09-120, Bldg. 3 Phase II, 'Construct Imaging Suite & Outpatient Services'. The Work includes the following: (a) The scope of work includes the Demolition of Existing Structures, Restoration of the Building Exterior including complete window replacement, brick repair and pointing, and new roofing seams, Construction of Entrance Lobbies and accessible ramps at the East and West sides of the South Elevation and a new egress Stair. The Interior of the First Floor will be fit out to serve as an Imaging Suite and an Urgent Care Suite. Additional Mechanical Rooms, Offices and associated support spaces will be part of the work. The demolition work required for the project includes removal of such items but is not limited to removal of: interior partitions, floor and ceiling finishes, lighting and electrical fixtures, plumbing, mechanical systems and exterior windows. Part of the Imaging Suite is currently occupied and a portion of the floor will continue to be occupied throughout the demolition and construction of the project. (b) New construction work includes but is not limited to work described above, new partitions, floor, wall and ceiling finishes, doors and frames, wall protection and corner guards, custom casework, structural support for patient lifts and ceiling mounted equipment, lead lined wall protection, and exterior windows throughout. New building services are to include new mechanical, plumbing, medical gas and electrical systems including two new air-handling units and their support. New fire alarm, data and telecommunication systems are to be provided. The space will be fully sprinkled with a connection to the main hospital fire suppression system. (c) The contractor will be responsible for purchasing and installing all equipment including owner supplied equipment. (d) New building utility work may require work on adjacent floors. These floors are not currently occupied space, but may undergo concurrent renovation and will require strict adherence planned and scheduled coordination directives by the COR. (e) This project requires partial occupation, work in regular business hours, work in off hours, including demolition, construction, equipment installation, and testing. Coordinate all work with the COR. The contractor must coordinate his work schedule with the Contract Officer's Representative (COR). The work shall be completed within 425 calendar days from the Notice to Proceed. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about February 5, 2013. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Bidders will be responsible for downloading their own copy of the solicitation package and subsequent amendments, if any. Drawings will be provided via a CD. Interested bidders can request a copy by emailing the Contracting Officer. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on February 20, 2013, at 10:00 am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than February 27, 2013 at 1pm. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the magnitude of this project is from $5,000,000 and $10,000,000 and NAICS Code 236220 with a small business size standard of $33.5 million. Bid Opening Date is scheduled for March 7, 2013, at 10am EST. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. This acquisition is solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. Offerors must be listed as 'verified' in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov. You may register in VIP at http://vip.vetbiz.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. Contractor must have a Dun & Bradstreet rating of seven (7) or lower. (This requirement was originally posted in FBO under Solicitation No. VA244-12-B-0853.) PLEASE NOTE: There is a sole source justification is to cover the 'locksets' required for the construction project in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Mechanical Locks and Latches shall be provided by Best Lock Corporation, VA Coatesville Standard, No Substitution.
