- The USDA Forest Service, Gifford Pinchot National Forest is soliciting offers to provide services for the Maintenance and operation of Wind River Gage, Mount Adams Ranger District, Gifford Pinchot National Forest. Offerors are encouraged to tour and personally evaluate work requirements. Only by a physical inspection of the gage can the offeror become aware of existing conditions. The Wind River Gage is located on the lower Wind River near Carson Hot Springs, in southwest Washington. For additional location information and access to the gage contact Bengt Coffin at 503-808-2696. Standard United States Geological Survey (USGS) procedures must be used for all work accomplished at the site. Contractor will conduct three visits per year to the stream gaging station to make current-meter discharge measurements, download data from the data logger, and check that all equipment is in good operating condition. Dates of discharge measurements to be determined in consultation with Forest Service. Work includes but is not limited to field notes to document channel conditions that affect the stage-discharge rating, reading elevation of the water surface from the staff gage and comparing to the stage reading from the data logger to ensure that instrumentation is working properly, documentation of field visits, and providing Forest Service work accomplishments and results of measurements following each field visit. A solicitation for this project will be made available and posted to this website on May 10, 2013. The contract period of performance will be from July 1, 2013 through May 31, 2013. The resultant contract will have four one year options which the Government may elect to exercise. If the Government elects to exercise all options, the contract period of performance will end May 31, 2017. This acquisition is 100 percent set-aside for small business concerns. The NAICS code for this procurement is 561620 with an applicable size standard of $14.0 million. Offers will be evaluated on Technical Capability (relevant experience, past performance and other factors) and price. Experience and Past performance will be evaluated for the quality and timely completion of similar type projects performing contract work within the last ten years relating to the United States Geological Survey (USGS) procedures. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a contract. Database prior to award of a contract.
