- spares listing The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price contract for the manufacture and delivery of two (2) each Model YB4411 Pettibone Crane in support of the Kuwait Foreign Military Sales (FMS) KC-130 Program, one Lot of associated Spares (listed on the attachment) and associated data on a sole source basis with Grove U.S. LLC DBA Manitowoc Crane Group 1565 (Cage: 12361) of Shady Grove, PA. The government does not possess the required technical data to effectively solicit this requirement by full and open competition NAWCADLKE. The government intends to award the spares and associated data portion of this requirement under the authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1 and the Pettibone Crane requirement under the authority of 10 U.S.C. Section 2304(C)(4), as implemented in FAR 6.302-4. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
