- Description
- The Bureau of the Public Debt, on behalf of the Office of the Comptroller of the Currency (OCC) intends to award an order to Municipal Market Advisors for Municipal Bond Research. Municipal Market Advisors is the sole provider of the Municipal Bond Research. Over the past few years, more risk has emerged in the growing municipal bond market. The Dodd Frank Act required OCC to change our investment regulations to remove any reference or reliance on credit ratings, and to establish an alternative standard of creditworthiness. So, going forward, the industry and our examiners will be spending more time assessing the risk of municipal bond portfolios and individual bond offerings in order to ensure compliance with our new investment grade standard. Almost all banks invest in municipal debt and generally rely heavily on the investment grade it rating from one of the credit rating agencies. Under the OCC's revised investment grade definition, examiners will access to more detailed, specific, and stratified market, sector and performance data to effectively evaluate municipal risk and to benchmark the types of risk relative to a bank's portfolio as well as individual municipal sectors. Municipal bond market research is a highly specialized area of the bond market and historically has not had much overage. General information, typically including the bond's purpose, stated revenue source, and credit ratirig is widely available; but the level of in-depth research that is now needed to supplement the credit rating is not common, based on our research. Municipal Market Advisors (MMA) has great credibility in the marketplace with industry players and other government agencies. Their research is currently used by both the FDIC and SEC. They provide continuous coverage of the municipal market with weekly and monthly overviews covering: a summary of current demand and supply dynamics, including investor strategies and the drivers of yield, price, and offering volumes; seasonal, market spreads, and default trends; specific sector analysis; discussions of political impact on the market; and specific analysis on current municipalities that are high risk and in the news. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM ET on May 17, 2013. Responses shall be submitted to PSB3@bpd.treas.gov; Attention: SPottmeyer / SErb. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Municipal Market Advisors mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
