- Attachment A, Bid Sheet THIS IS A COMBINED SYNOPOSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED ANDA WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUSTITION PROCEDURES. This solicitation is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. Submit written proposals on RFP number W912HP-13-T-0009. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750 employees. This requirement is a 100% Small Business Set Aside. The Government intends to award a Firm-Fixed-Price (FFP). The full text of a FAR Provision or clause may be accessed electronically at ttp://acqusition.gov/comp/far/index.html Delivery: Delivery terms shall be FOB Destination Period of Performance: The Period of Performance shall be 28 days from the date of award. Instructions, Conditions & Notices to Offeror Evaluation Criteria: The Acquisition Strategy used for this solicitation will be lowest price. Award shall be made to the Contractor whose proposal has lowest price offered to the Government that is determined to be fair and reasonable. Statement of Work 1. GENERAL DESCRIPTION. 1.1 Outline of Services. This project covers the purchase and delivery of security equipment and material for MARFORRES Headquarters. 1.2 Site Location. MARCORSPTFAC, 2000 Opelousas Ave, New Orleans, LA, 70146. 1.3 Site Visitation. Prior to submitting quotations, the contractor is invited to visit the site and satisfy themselves as to the character and amount of work to be accomplished. Site visitation, if desired, may be arranged with the office at MARFORRES Headquarters, MARCORSPTFAC, 2000 Opelousas Ave, New Orleans, LA. Point of contact is Director, Command Security Manager, Steven C. McMurtry, (504-697-7244/7249). 1.4 Time for Completion. 4 weeks after award. 2. REFERENCES. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only. 3. ATTACHMENTS. The following exhibits accompany this specification and are apart thereof. Exhibits are the property of the Government, and shall not be used for any purpose other than that contemplated by this specification. ATTACHMENT TITLE A Bid Sheet 4. GENERAL REQUIREMENTS 4. 1 Minor Materials and Work. Minor materials and work not specifically mentioned herein but necessary for the proper completion of the specified work shall be furnished without additional cost to the Government. 4.2 Warranty. The contractor shall provide a one- (1) year warranty from the date of acceptance by the Contracting Officer. This warranty shall cover all material and labor to replace or repair items from this contract that become defective. 4.3 Cost Proposal. Contractor's proposal shall provide a detailed breakout of all costs. This shall include, as appropriate, material (by type/quantity/cost), labor (hours, cost), delivery, overhead and profit, etc. This will allow the Government to review the proposal to determine whether the proposed cost is fair and reasonable and if all requirements in the SOW have been met. 5. DETAILED REQUIREMENTS. 5.1 The contractor shall provide and deliver security equipment and material for MARFORRES Headquarters as noted on Attachment A. Contact Director, Command Security Manager, Steven C. McMurtry, (504-697-7244/7249) for delivery information. 5.2. MARFORRES Director, Command Security Manager, Steven C. McMurtry, shall inspect the equipment and material upon delivery for completion. Proposal Delivery Information: All proposals shall be received in their entirety not later than 2:00pm EST on June 23, 2013 at the U.S. Army Corps of Engineers, Charleston District, Contracting Division, 69-A Hagood Avenue, Charleston, SC, 29403. Any questions or concerns regarding this solicitation shall be forwarded in writing to Contract Specialist, Walter Gordon, Jr. at the email address, walter.l.gordon@usace.army.mil.
