- The subject requirement in support of the Norfolk Naval Shipyard is to provide de-mineralized feed-water to sustain waterfront work on vessels. The Norfolk Naval Shipyard (NNSY) is designated as the Navy's Hull Planning Yard (HPY) for all of the fleet's CVN-68 Class Nuclear Aircraft Carriers, East Coast Conventional Aircraft Carriers, Helicopter Landing and "Jump Jet" Amphibious Assault Craft (LHAs), Dock Landing and "Jump Jet" Amphibious Assault Craft (LHDs), Tenders (ASs, ADs) and Floating Dry-docks. The requirement is for contractor services to provide feed-water and the portable rigs needed to transport, for use at NNSY. Once these rigs are on site they are connected to a supply line which is city water. The De-mineralizing system removes all harmful minerals and produces Grade A Water. An effluent (liquid waste) line is connected to the de-mineralizing rig and this feed-water is used as boiler water, flushes, in the engines and various other locations on the ship. NNSY requires these services to perform daily operations. Services shall include rental of the feed-water rigs, pick-up, delivery, contractor operation and maintenance, and training. A competitive, indefinite-delivery requirements contract is anticipated. The government intends to award a single contract resulting from the solicitation to the large business whose proposal is determined most advantageous considering technical, past performance, and price. The right shall be reserved to make more than one award resulting from the quotations received if determined to be in the best interest of the Government, pricing and other factors considered. Quotations shall be evaluated in accordance with the procedures of FAR Subparts 13.1 and 13.5. It is expected that award will be made no later than 24 June 2013. Performance is to be in Portsmouth, VA. The acquisition will be solicited on a competitive basis using FAR parts 12 and 13. The NAICS Code is 221310 Water Supply and Irrigation Systems - $7.0M and the FSC/SVC is X1NE Rental of Water Supply Facilities. Offers will be evaluated on the basis of best value to the Government. The evaluation factors are: Technical, Past Performance and Price. The Government will evaluate the Technical submission as Acceptable or Unacceptable based on a comparison of the information received in relation to the specifications of the solicitation. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 20 May 2013 with a closing on 03 June 2013. Complete proposal submittal requirements and performance work statement to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offerors to access the posted documents. Prospective offerors should register themselves on the NECO website. Prospective offerors should also register at FEDBIZOPPS on the interested vendor list. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. All responsible sources may submit a bid, proposal or quotation which shall be considered by Fleet Logistics Center Norfolk (FLCN.) Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement at http://www.ccr.gov.
