- Draft PWS THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY. The Government is seeking industry input to determine the availability of qualified sources with the technical capability to fulfill the Air Defense Planner (ADP) requirement described below. No contract awards will be made from this notice and no solicitation is available on FBO or any other bulletin boards, posting rooms, or clearinghouses at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged. Notifications of responses will not be issued. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. In accordance with FAR 52.215-3, this notice is protected pursuant to the Freedom of Information Act and other laws and regulations. Information identified by a respondent as "Proprietary or Confidential" will not be disclosed outside of Government channels. All responses will be used in whole or in part for determining the most effective acquisition strategy for future ADP acquisitions or similar requirements. SECTION 1 - BACKGROUND: 1.1 In July 2010, US Central Command (CENTCOM) established the Integrated Air and Missile Defense Center (IAMDC) in the United Arab Emirates (UAE) to serve as a joint/coalition ‘think tank' to exercise live, virtual and constructive combined air and missile defense operations focusing on integration and interoperability to promote regional security through multi-national defense against ballistic missiles, cruise missiles, and air breathing threats. The IAMDC declared Initial Operating Capacity (IOC) on 24 March 2011. CENTCOM will use an automated air defense planning tool in the educational and interoperability exercises to demonstrate regional integrated air and missile defense concepts. To fully execute this mission, IAMDC requires an UNCLASSIFIED automated air defense planning tool capable of modeling air and missile threats, off-site technical and system support, and on-site exercise support. 1.2. The ADP requirement is categorized under NAICS 541690, "Other Scientific and Technical Consulting Services". The current ADP contract was awarded, sole source as a Firm Fixed-Price contract, on 26 October 2012 for (1) one year and will expire on 25 October 2013. SECTION 2 - PURPOSE OF SOURCES SOUGHT: 2.1. The Government is seeking industry input from all sources to determine the best acquisition approach to obtain the unique and specialized services described in section one (1) above and the attached Draft Performance Work Statement (PWS). SECTION 3 - SCOPE OF SERVICES: See attached draft PWS for details. SECTION 4 - RESPONSE INSTRUCTIONS: 4.1. Respondents shall provide an unclassified response to this notice. Respondents must indicate whether their responses contain proprietary information and if so, whether they wish for their responses to be handled as such. 4.2. Responses shall not exceed ten (10) pages, including spreadsheets, graphs, and matrices. The Government will not consider pages in excess of this page limit. Page size shall be 8.5 x 11 inches; font size shall be 12 point. A cover page and table of contents pages will not count against the page limit. The Government will not accept company literature or marketing materials in response to this Request for Information (RFI). 4.3. Interested sources should submit all requested information on their experience, capabilities, and resources to satisfactorily perform the mission as stated above and in the attached draft PWS. Submissions should be emailed to TSgt Alexander Larsen at alexander.larsen@afcent.af.mil. The due date for all submissions is NLT 5:00 p.m. eastern standard time (EST) on 29 May 2013. SECTION 5 - ADDITIONAL INFORMATION: 5.1. As part of the response requested above, please respond to all of the following questions as part of the market survey: A. State whether your company is considered a small or large business. Please also indicate any socioeconomic classification [8(a), Small Disadvantaged Business, Woman-Owned, Veteran Owned Small Business, Service-Disabled Veteran-Owned, or HUB-Zone], that applies. B. Explain in detail your technical ability and capacity to perform under the NAICS code described above. Address all areas of the PWS as an integrated approach. C. Identify the technical and programmatic risks you foresee in executing this requirement. Define risk reduction measures you would employ to address these risks. D. Does your company currently have a SECRET facility clearance? If yes, please explain where, how certified, and with which agency and contract/contract number. If not, please explain how/when you anticipate obtaining a SECRET clearance. E. What is the likelihood of your company proposing on this requirement?
