Description
SYNOPSIS: This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products that may be of interest to the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), Joint Project Manager, Protection (JPM-P) and the Joint Service Aircrew Respirator - Fixed Wing (JSAM-FW) Program. BACKGROUND: The JSAM-FW Program is chartered to develop the next generation Chemical, Biological, Radiological and Nuclear (CBRN) protective respirator for US Navy (USN), US Marine Corps (USMC) and US Air Force (USAF) fixed wing aircraft crew members. The JSAM Operational Requirements Document (ORD) identified the need for improved individual respiratory, ocular, and percutaneous protection, to allow Joint forces aircrews to safely operate at near-normal levels of effectiveness while under Nuclear, Biological, and Chemical (NBC) threat and Toxic Industrial Chemicals (TIC)/Toxic Industrial Materials (TIM) threats. A key component of the protective respirator system is the respirator leak tester which ensures the system is functioning properly in both a positive pressure and negative pressure modes. Additionally, the tester should have the ability to diagnose and identify component failures (holes/tears in the hood) to support either replacement and/or corrective actions necessary to return the respirator to full capability. These actions will be conducted by authorized personnel at the organization or unit level. The currently fielded respirator leak testers can only test a respirator in the negative pressure mode and are currently not configured to evaluate the JSAM FW respirator variants being developed. OBJECTIVES: To identify potential respirator leak testers with the capability of evaluating JSAM-FW protective respirator functional performance. Additionally the respirator leak tester must be able to support diagnoses of component failure to support corrective actions to return respirator to acceptable performance levels. The respirator is designed to be maintained at the organization/unit level, therefore the respirator leak tester must be small enough to be packaged and transported in a man portable case. The respirator leak tester must be able to test a neck seal respirator/hood, or a face seal mask, in either positive or negative pressure mode (objective is both modes). The tester must be able to perform a worn fit factor test (objective while wearing the respirator in the operational configuration). As an objective, the leak tester should be able to positive pressure test the facial seal of an internal oral nasal oxygen mask similar to fielded Pressure Breathing for G and Pressure Breathing for Altitude oxygen masks. REPLIES: Responses to this notice should include company name, address, and telephone number, point of contact (POC), and complete product details, brochures, etc. which will allow the JSAM-FW Program Office to understand the product, configurations, auxiliary equipment, and options. Please state the approximate lead-time for acquiring the product and the details and terms of any standard warranty included with the product. Please respond to the following questions: Technical/Cost: (1)What is the sensitivity of the leak tester in both positive and negative pressure mode? (2)Can the leak tester identify pin holes in bromobutyl rubber hoods and neckdams? (3)Can the leak tester perform a worn fit factor test for neck seal respirators? (4)Can the leak tester perform a worn fit factor test for face seal respirators? (5)Can the leak tester positive pressure test an internal oral nasal oxygen mask, and to what pressure can this test be performed? (6)What is the mean time between failure (MTBF) (7)What is the anticipated per unit cost of the leak tester? Programmatic: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product? If so please include which agencies, POCs and contract numbers. FINAL NOTES: (1)Please provide a labeled picture of the respondent's system. (2)If the respondent believes that other data exists that would aid the Government in gaining knowledge of CBRN respirator leakage testers, please submit but limit responses to 10 pages.
