- This update corrects the response due date to the right in accordance with the amended SF1449. No other changes have been made with this update. All responses should be in accordance with Amendment 0001 documents. Amendment 0001 to subject RFP is posted. This amendment includes questions received in response to the RFP and the Government's responses to those questions. The SOW and instructions have been updated where appropriate in response. Be sure to review the full amended RFP carefully to ensure compliance with requirements. The proposal submission due date has been extended by one (1) week to Monday, 20 May 2013 at 2:00PM MST (local AZ Time). The question period is now closed. Any further questions shall be submitted IN WRITING and sent electronically to Ms. Cheryl M. Todd, Contract Specialist, at cheryl.m.todd.civ@mail.mil and Ms. Kari L. Pelton, Contracting Officer, at kari.l.pelton.civ@mail.mil. Questions shall be submitted using the Questions Submission Template. No phone calls will be accepted or returned. DESCRIPTION OF THE REQUIREMENT - This requirement is for commercial off-the-shelf (COTS) multifunctional devices (MFDs) and related services in support of the U. S. Army Network Enterprise Technology Command/7th Signal Command (Theater) [NETCOM/7th SC (T)]. The resultant contracts will provide a contracting solution to order baseline copier services for each Network Enterprise Center (NEC) to include installation tenants and supported remote sites as required under the Single DOIM Action Plan and the C4IM services catalog that will serve to standardize hardware connecting to the network. The technical/functional requirements for the acquisition will result in a single set of technical and security criteria for all network multifunction equipment. The successful Offerors shall provide all labor, transportation, parts, equipment and all required supplies (except paper), necessary for operation of digital MFDs. This requirement includes installation, de-installation, maintenance, repair and/or replacement, training and diagnostic service calls to NEC units and its remote sites within the 7th SC (T). Equipment under the program will be available for lease or purchase. Incidental services will include multiple service plan options (i.e., operating lease, lease-to-own, and cost per copy). In addition, these contracts will allow the flexibility to add products or make changes necessary to meet user requirements. ACQUISITION APPROACH - This is an unrestricted competitive acquisition for the award of multiple Indefinite Delivery Indefinite Quantity (IDIQ), Firm-Fixed Price contracts with one (1) one-year base period and two (2) one-year options. Contract awards will be made to those responsible Offerors whose offer conforming to the solicitation will be most advantageous to the Government, using the procedures of FAR Part 12 Commercial Items acquisition in conjunction with lowest price technically acceptable (LPTA) process of FAR Part 15. The contract form will be the Standard Form 1449, Solicitation /Contract/ Order for Commercial Items. The solicitation contains provisions and contract clauses for commercial items as well as included by addendum other FAR provisions and clauses as applicable. The NAICS code is 532420- Office Machinery and Equipment Rental or Leasing with a small business size standard of $30M. ATTACHMENTS - Attachments to this Amendment 01 are the following: 1) SF 1449, Amended Solicitation W91RUS-13-R-0016-0001. (Statement of Work (SOW) is contained in the RFP document under Section C.) Note this attachment is a conformed copy of the solicitation and includes all changes incorporated by this amendment. 3) Revised Pricing Tables (Attachments A1-A3) 2) Army Installation List (Attachment B) (Reattached for convenience, no changes made to this doucment.) 3) Past Performance Questionnaire (Attachment C) (Reattached for convenience, no changes made to this document.) 4) Amendment 01 Summary of Changes - this document is a summary of all changes which are incorporated into attachment 1 above. 5) Questions Submission Template Be sure to READ ALL DOCUMENTS CAREFULLY AND COMPLETELY. RESPONSES: In accordance with Solicitation E.1 ADDENDUM TO FAR 52.212-1, INSTRUCTIONS, CONDITIONS, and NOTICES TO OFFERORS, written proposals shall be submitted to the office specified in Block 9 of the Standard Form 1449, so as to arrive and BE RECEIVED NOT LATER THAN the time and date specified in Block 8. Unless the Offeror inserts a longer period of time on the Standard Form 1449, proposals will remain valid for a period of 90 days from the date specified for receipt of proposals in Block 8. Files shall not contain classified data. All correspondence concerning this special notice shall be submitted IN WRITING and in the format contained in the attached Questions Submission Template. No phone calls will be accepted or returned. This announcement constitutes the only solicitation; proposals are being requested.
