Description
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 488190, which has a corresponding size standard of $30 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government is also interested in AbilityOne contractors. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. PROGRAM DETAILS: The requirement is to provide F-22, Low Observable (LO) maintenance support at Langley (Virginia), Elmendorf (Alaska) and Hickam (Hawaii) Air Force Bases (AFBs). The personnel must possess a full working knowledge of the F-22 aircraft, Low Observable (LO) system and possess an active US Government Security Clearance, with F-22 Program access. The number of required personnel is 44 Low Observable technicians. Below details the activities in support of this requirement: 2.1 Contract Field Team (CFT) for Signature Assessment System (SAS) Redux: - Perform SAS reduction efforts via CFTs at Langley, Elmendorf and Hickam AFBs. - All personnel require appropriate security clearance, program access, and line badges for flight line and facility access beginning on the first day of the period of performance and continuing through the end of the period of performance. - Technicians must be FULLY experienced Low Observable (LO) coaters. Support must be available to work one 10 hour work shift per day, 7 days per week. LO Composite Repair Facilities (CRF) located at the above specified Air Force Bases will be utilized to perform the workload. - Technicians will be expected have IMIS familiarization and access required for proper recording of SAS documentation. - Technicians will be responsible for reviewing SAS data and building LO Maintenance work packages. 3. The Government is interested in feedback from the commercial market on the sources that may be available and capable of fulfilling the above requirement. Vendors are asked to respond with documentation outlining their capabilities and provide feedback on the capabilities listed within this source sought. The Government would like to see proposed capabilities, concepts, or feedback presented through capabilities packages, websites, certificates or PowerPoint briefs. In addition to submitting your firm's capabilities, please respond to the following questions: Q.1. Is your firm registered in the System for Award Management (SAM), formally known as Central Contractor Registration (CCR)? IAW Federal Regulations, all contractors doing business with the federal government must be registered in the SAM database. Q.2. How many calendar days would you need to provide the above requirement? 4. This sources sought may be followed by a request for proposal. All possible offerors are strongly encouraged to submit information supporting this request. If you are interested and capable of performing, at a minimum, the services outlined above please forward the information requested above via e-mail to heidi.ingraham@hill.af.mil or corey.muir@hill.af.mil not later than 12:00pm (noon) MDT, June 10, 2013. The sole purpose of this sources sought is to obtain market research information and capabilities for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All information submitted in response to this announcement is voluntary, the government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the government.
