- The purpose of this amendment 0001 to this market survey is to establish a NAICS Code of 335911 Storage Battery Manufacturing with a small business size standard of 500 employees. Background: In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors for acquiring a Commercial Off-The-Shelf (COTS) solution for the ACEPS Battery Replacement Project Phase Two. The FAA may use the information provided from this Market Survey as the basis for requests for one-on-one discussions or plan one or more vendor industry days. The nature of the competition has not been determined. The FAA will evaluate the responses to this Market Survey and will make further acquisition decisions based on those responses. The FAA envisions establishing an Indefinite Delivery / Indefinite-Quantity (IDIQ) contract with Firm Fixed Price (FFP) CLINs for one base year and four one-year options. An IDIQ contract provides payment for the replacement of ACEPS batteries and the labor to remove the old ACEPs batteries and install, test, and warrant the replacement ACEPS Batteries. At this time the nature of the final competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Small business participation is highly encouraged. The FAA anticipates a SIR will be issued during Fall of 2013 or Spring of 2014. This Market Survey conveys the potential agency need and seeks sources capable of providing the desired functional capabilities described herein. Responses will assist the FAA in further developing the acquisition strategy for ACEPS Battery Replacement Phase Two. All information provided in response to this Market Survey may be subject to release under the Freedom of Information Act (FOIA). Information considered proprietary or confidential must be clearly marked as such. Any information not identified as proprietary or confidential will be used at the FAA s discretion and may be publicly released without further FOIA disclosure review by the FAA or respondent(s). PURPOSE: The primary goals of this Market Survey are to: 1.Identify available solutions in the market place that could meet the FAA s requirements for ACEPS Battery Replacement Phase Two; 2.Provide information for the FAA to consider in choosing the method and type of procurement competition; 3.Identify potential technical approaches for the development of a solution which will meet the ACEPS Battery Replacement Phase Two requirements; 4.Provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. 5.Obtain industry insight regarding acquisition, implementation, and support strategies for ACEPS Battery Replacement Phase Two; and 6.Obtain additional industry insight regarding other ACEPS Battery Replacement Phase Two solutions and benefits not currently captured in the requirements. STATEMENT OF NEED: The FAA has a requirement for the replacement of the battery systems at 25 Air Route Traffic Control Center Critical/Essential Power System (ACEPS) facilities (21 Air Route Traffic Control Centers. 3 large TRACONs. and an ACEPS training facility). (See Attachment A ACEPS Requirements Document.) The batteries will support 111 each Uninterruptible Power Supplies (UPS)/Uninterruptible Power Modules (UPM) located throughout the contiguous United States and Alaska. Certain facilities are supported by Valve Regulated Lead Acid (VRLA) units while other facilities are supported by Flooded Cell Units. (VRLA) Each UPM is supported by one battery string comprising 192 cells/jars. The current UPM s are manufactured by Eaton (formerly Powerware, formerly Exide Electronics), model No. 3450. Each UPM with VRLA is rated 500 kVA at 0.9 power factor (i.e., 450 kW). The battery string s float voltage is 432 Vdc (2.25 Vpc x 192 cells VRLA). (Flooded Cell) A small number of UPMs have 60 jars (flooded cells), model No. 9395. Each UPM with flooded cells is rated 550kVA at 0.9 power factor (i.e., 500 kW). The battery string s float voltage is 540 Vdc (2.25 Vpc x 240 cells). Each battery string shall be sized to supply the UPM for a minimum of 15 minutes at rated UPS load. The response(s) to this market survey will be used primarily for informational purposes only. The survey is not to be construed as a screening information request (SIR), nor request for offer (RFO). As such, the FAA will not accept unsolicited proposals and assumes no liability for any cost associated with the submission of responses to the survey. ACEPS Battery Replacement Phase Two Capabilities Required Attachment A to this Market Survey provides the ACEPS Battery Replacement Phase Two Requirements Document. Attachment B provides ACEPS Battery and Accessories Worksheets to be filled in by market survey respondents. The solution to these requirements shall contain the following capabilities: 1.Program Management capable of being able to begin on-site installations within five weeks of receiving a delivery order and coordinating with the facility to be installed and managing up to three simultaneous ACEPS Battery Replacements, in any combination of VRLA or Flooded Cell Batteries, at three separate locations across the nation 2.ACEPS Batteries and Accessories - as defined in Attachment B ACEPS Requirements Document 3.Implementation capabilities to coordinate and physically install the replacement batteries in an operational Air Traffic Facility. 4.Logistics Support capabilities to service and maintain the warranty for the supplied batteries as well as all associated documentation and tracking of material for FAA s future maintenance. INFORMATION REQUIRED: All interested sources are invited to respond to this announcement however the FAA requires proof of documentation from interested service-disabled veteran-owned small businesses and from eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) 8(a) Program. Interested sources should respond with information sufficient to confirm that they possess the qualifications and capabilities to meet the requirements identified in this survey. In order to provide meaningful market information, vendors expressing interest in this Market Survey are requested to provide the documents outlined in this section. QUALIFICATIONS INFORMATION: Capability Statement All respondents are requested to provide a Capability Statement that addresses the following: 1.Type of services provided by your firm; 2.Size and type of services provided under previous contracts for Critical and Essential Power System Battery Replacement that are similar in size and scope, with information for at least three previous contracts including customer name, dates, project value, customer point of contact, description of work performed and your company s participation in the relevant experience as prime or subcontractor, consultant. 3.Past experience with other federal agencies for New or Replacement Battery Backup Systems Installations. 4.Be capable of meeting or exceeding the FAA's comprehensive requirements for ACEPS Battery Replacement Phase Two. ACEPS Battery and Accessory Worksheets (in Microsoft Word format). All respondents are requested to provide responses to each of the questions. For both the Valve Regulated Lead Acid (VRLA) and the Flooded Cell Batteries, please respond to each question concerning the Battery, Rack and Accessories by inputting an X in either the Yes or No column. The Comments column is provided for clarification on the response, if necessary. For both the VRLA and Flooded Cell Batteries, please provide the numerical data requested in each question. As with the Battery, Rack and Accessory sections, a Comments column has been provided for clarification on the response, if necessary.
