INTRODUCTION: This is a Follow-On Service Contract Renewal. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Life Technologies, 850 Lincoln Centre Drive, Foster City, California 94404 to procure a renewal service agreement for Genetic Analyzers, ION PGM Systems, ION Onetouch ES and One Touch Systems: The following systems for this service contract renewal: 1. 3130-16 Genetic Analyzer, Item Number: 0010, Serial Number: 1316-033, Coverage: AB Assurance 1PM, Period of Performance: June 16, 2013 to June 15, 2014. 2. 3130-16 Genetic Analyzer, Item Number: 0020, Serial Number: 1350-005, Coverage: AB Assurance 1PM, Period of Performance: June 16, 2013 to June 15, 2014. 3. ION PGM System, Item Number: 0060, Serial Number: 11C051907, Coverage: AB Assurance 1PM, Period of Performance: June 16, 2013 to June 15, 2014. 4. ION PGM System, Item Number: 0070, Serial Number: 11C072003, Coverage: AB Assurance 1PM, Period of Performance: July 6, 2013 to June 15, 2014. 5. ION ONETOUCH ES, Item Number: 0080, Serial Number: 391685, Coverage: AB Rapid Exchange, Period of Performance: September 27, 2013 to June 15, 2014. 6. BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequence analysis. NISC have been using the Life Technologies/Applied Biosystem's (ABI) 3130 sequencers for over 8 years, and more recently also purchased ABI's Ion Torrent Personal Genome Machine (PGM) bench top sequencing systems, which utilize ground breaking and disrup¬tive semiconductor technology that enables rapid and scalable sequencing experiments. The Ion OneTouch System simplifies the workflow for the Ion PGM system by providing an automated solution for scalable and reproducible template preparation. JUSTIFICATION: The Life Technologies/Applied Biosystem's 3130 sequencers and PGMs are a necessary component NHGRI sequencing production process. Maintenance and upkeep is a MUST to maintain productivity at NISC. Failure of equipment will cause a delay in process down the manufacturing production line. The service contract is needed to perform routine preventive maintenance on the system to keep it in perfect working condition. This helps prevent costly downtime by helping to prevent problems from arising. However, should an equipment failure occur, the repairs would be covered by the service contract. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. Contractor Requirements: 1. The Contractor shall provide On-Site response within 2-business days. 2. The Contract shall provide one (1) preventative maintenance visit by the ABI engineer for the 12-month contracts. 3. The Contractor shall cover necessary warranted parts. Replacement parts are factory certified. 4. The Contractor shall include Engineer labor and travel included for repair visits. 5. The Contractor shall adhere to priority telephone and e-mail access to instrument technical support from our Technical Assistance Center (TAC) and to application technical support. Government Responsibilities: 1. The Government will at all times keep the Equipment in the environmental conditions recommended by the manufacturer. And, protect the Instrument and associated Hardware from all adverse elements, such as dirt, dust and liquids of any kind. 2. The Government will use the Equipment only in accordance with such instructions and recommendations relating to the care and operation of the Equipment as may be issued by the manufacturer of the Equipment or as may from time to time be advised in writing by the Contractor. 3. The Government will not allow any person other than the Contractor's representatives or the Customer's representative working under the Contractor's specific instruction, to maintain, repair or replace any part of the Equipment. 4. The Government will adhere to normal daily, weekly, monthly, quarterly and semi-annual maintenance services such as the replacement of fuses, lamps, tubes, reagents and probes, as defined in the Operator Manual or Customer Bulletins. Reporting Requirements and Deliverables : • The Contractor shall provide a summary report of their action after a repair and/or preventive maintenance inspection. Inspection and Acceptance Requirements : • The Government will accept the job performed by the Contractor. If it is a repair, equipment needs to demonstrate continuous performance. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Small Business Size Standard is $19.0M. The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-66 (April 1, 2013). The determination by the Government to award a purchase order on a sole source on competitive basis for Service Contract Renewal to Applied Biosystems now Life Technologies is based upon a previous purchase order issued under HHSN268201200208P, July 24, 2012 for this requirement. Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. This notice of intent is not a request for competitive proposals.
