- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP), intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Dr. Matthew Sutherland, Ph.D., 6425 SW 27th Street, Miami, FL, 33155-2954, for the production of scientific manuscripts at the Neuroimaging Research Branch. The period of performance is twelve months from the date of award. The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) has a requirement for the production of five scientific manuscripts at the Neuroimaging Research Branch in Baltimore, Maryland. The contractor shall analyze task-based and resting-state functional magnetic resonance imaging (fMRI) data from several pharmacological studies on mechanisms of nicotine and cannabinoid actions. The final deliverable shall be five scientific manuscripts based on the contractor's analysis as follows; (1) Flanker Data, (2) THC and CBD Data, (3) Habenula Data, (4) Resting Data, (5) Simultaneous EEG/fMRI. NIDA IRP requires these services so that the scientific manuscripts can be suitable for submission to peer-reviewed journals. Dr. Sutherland possesses the required scientific knowledge as it pertains to processing, analysis, and dissemination of task-based and resting-state fMRI data required to perform these services. This is evidenced by his extensive list of publications and awards as well as his education and experience. Dr. Sutherland possesses the requisite skills and knowledge of the existing datasets which uniquely positions him to expeditiously complete these scientific manuscripts. Over the last decade, Dr. Sutherland has designed and implemented the pharmacological neuroimaging studies to be analyzed under this contract. Additionally, Dr. Sutherland has already successfully processed similar data in the past and has published three papers using his methods which demonstrates his unique capability to perform these services on behalf of the NIDA IRP. Dr. Sutherland has a Ph.D. in cognitive neuroscience where he acquired extensive training in EEG data analysis. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
