- AMENDMENT #02 Solicitation Number: PIFSC-13-010 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; request for quotations are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center located in Honolulu, HI, Scientists at the Human Dimensions Research Program have developed a survey that will be used to collect data about resident users' knowledge, attitudes, and perceptions (KAPs) regarding coral reef and watershed conditions, current and potential management strategies, and the benefits and services they receive from coral reef ecosystems. Perspective contractor will be responsible for administering written surveys to resource users at specific access points along the West Maui Coast and entering the data into a database on a regular basis. This information will be used to inform managers and planners as they develop conservation and management plans, and associated outreach and education efforts, for watersheds and coral reefs at priority sites. Interested parties must furnish detailed information concerning their capability to provide service. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform requirement. The North American Industry Classification System (NAICS) Code for this procurement is 541690. A firm fixed price contract will be issued in accordance with FAR Parts 12 & 13 utilizing Simplified Acquisition Procedures. All interested parties must respond to this announcement within ten (10) calendar days of its publication. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must also have a Dun & Bradstreet Number. May I please obtain a copy of the draft survey instrument? Answer: Yes. Please see attachment added to solicitation on 5/7/13 2. Is there any travel to Maui required? Answer: Yes. This position is for a contractor to conduct 200 in person, intercept surveys with resident resource users in West Maui. Respondents for the survey will be selected based on their presence in key locations in the priority site. 3. Can the survey be administered electronically through a system that the contractor provides? Answer: No. This survey must be conducted in person by approaching resource users at specific coastal access points along the West Maui coast. 4. I s there an incumbent contractor? Answer: There is no contractor currently conducting this exact same survey in the exact same location. AMENDMENT #02 The purpose of this amendment is to: 1.
