- THIS IS A PRE-SOLICITATION NOTICE ONLY. NO AWARD WILL BE GENERATED FROM THIS NOTICE. The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, intends to compete a requirement for a new Facilities Engineering, Operations and Maintenance Services Contract covering the National Oceanic and Atmospheric Administration's (NOAA) GOES-R Remote Back-up facility and the NOAA Environmental Computing Center (NESCC). The location of performance is: 1000 Technology Drive Fairmont, West Virginia 26554 G eneral Description of Scope of Services: The solicitation will include a Performance Work Statement (PWS) for Facility Engineering, Operations and Maintenance Services integrating a Systems Thinking approach for the leased facilities in Fairmont, WV. This contract will be solicited as a one (1) year contract, with nine (9) one (1) option periods, for a potential contract period total of ten (10) years. There are two separate high density data centers (HDDCs) within the facility, with associated equipment and space, which are the subject of this contract. The two HDDCs both fall under the purview of NOAA but operate under different branches of the agency with different management, missions and funding sources. The first is the NOAA Environmental Security Computing Center (NESCC). The second is the NOAA Geostationary Operational Environmental Satellite - R Series ( GOES - R ) Remote Back-up (RBU). The infrastructure of each HDDC is independently designed and isolated from each other and the facility house systems. Custodial and related services will be required within the facility. The successful offeror will act as partner to the General Services Administration and be expected to offer solutions and decisions that are in the best interest of the government and taxpayer in the management and performance of complete facility management, operations, maintenance, inspection, and repair of all mechanical systems and equipment in both facilities covered under the scope of this contract. The Contractor will be required to employ an active, effective Quality Control Program ensuring all services performed are of the highest quality standards and that any defects in workmanship or performance are corrected before any service delivery issues arise. Equipment and Systems Included: 1. Electrical systems and equipment supporting the HDDCs. 2. Plumbing, mechanical systems, and heating, ventilation, and air conditioning (HVAC) systems and equipment supporting the HDDCs. 3. Fire protection and life safety systems and equipment supporting the HDDCs. 4. Alarm, monitoring and control systems supporting the HDDCs, including building automation systems (BAS). 5. Record keeping and use of a computerized maintenance management system (CMMS) to support the HDDCs. 6. Keycard and security systems supporting the HDDCs. 7. Custodial and related services in HDDCs space. 8. Minimal grounds care services in support of HDDCs operations. 9. East loading dock mechanical maintenance and policing services. Additional services may be ordered at the discretion of the Government for work relating to the operations, maintenance and repair or upgrade of the covered facilities, but not covered in the basic services of the contract. Excluded from this PWS are : 1. Mechanical maintenance of facility house systems, including HVAC, control systems, fire protection, electrical, elevators and plumbing controlled and maintained by the Lessor. 2. General grounds maintenance to the property line, except as otherwise prescribed. 3. Custodial services in Lessor controlled space. 4. All architectural and structural systems, including those in HDDC space. 5. All furniture and furnishings not installed as fixtures including those in HDDC space. 6. All telecommunication systems, including those in HDDC space. 7. Equipment owned by servicing public utilities. 8. Automated External Defibrillators (AEDs). 9. Integrated Pest Management. 10. All lamping and ballasting, including in HDDC space. The applicable NAICS code is 561210, Facilities Support Services, and the small business size standard is $35.5 million. The anticipated contract will be procured utilizing a two-phase solicitation process. Source Selection procedures will be utilized as described in FAR PART 15.3 to select the firms offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. The Government reserves the right to make an award without discussions. For this procurement, technical evaluation factors are more important than price. The technical evaluation factors are: 1. Management Plan 2. Prior Experience and 3. Past Performance. Past Performance and Prior Experience are equal in importance and, when combined, are approximately equal in importance to Management Plan. The solicitation package (including specifications, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps. It will be available on or after MAY 24, 2013. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Offerors MUST be registered in the System for Award Management (SAM) database in order to participate in this procurement. SAM is a consolidation of several federal procurement systems and the Catalog of Federal Domestic Assistance into one new system. SAM includes the functionality from the following systems: * Central Contractor Registry (CCR) * Federal Agency Registration (Fedreg) * Online Representations and Certifications Application * Excluded Parties List System (EPLS) Any offeror submitting a proposal is required by the Federal Acquisition Regulations to use the System for Award Management (SAM). SAM is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With SAM you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet. If you had an active record in CCR, you have an active record in SAM. You do not need to do anything in SAM at this time, unless a change in your business circumstances requires a change in SAM in order for you to be paid or to receive an award. SAM will send notifications to the registered user via email 60, 30, and 15 days prior to expiration of the record. If you do not have an active record in CCR, you must go to https://sam.gov and follow the directions provided in order to create an account. The subject solicitation includes Sensitive But Unclassified Building Information (SBU). Therefore the solicitation (specifications, drawings, clauses and proposal forms) can only be obtained by accessing FedBizOpps securely. In order to access the secure side of FedBizOpps, a contractor must be currently registered as "active" in the SAM database at http://www.sam.gov. Contractors must then register on the FedBizOpps ( http://www.fbo.gov ) in order to access Sensitive But Unclassified information. Potential offerors will be responsible for downloading the solicitation (specifications, drawings, clauses and proposal forms) and for monitoring the website for possible amendments and/or additional information. Upon downloading the solicitation, contractors shall familiarize themselves with the safeguarding, dissemination, destruction and disposal of SBU information as described in the contract clause, "Safeguarding and Dissemination of Sensitive But Unclassified (SBU) Building Information", contained in the solicitation documents. Contractors are reminded that any SBU information obtained must be destroyed when no longer needed. Contractors that obtain SBU information must notify the Contracting Officer that all SBU building information has been destroyed by the contractor and its subcontractors or suppliers. Any information taken from other publications is used at the sole risk of the offeror. The procuring office cannot guarantee the accuracy of information contained in other publications.
