- The National Labor Relations Board (NLRB) intends to award a Purchase Order to William S. Hein & Co. Inc. for a Hein Online Subscription. The period of performance will be a base period of one year, with the possibility of two - one year option periods. According to the market research conducted, William S. Hein & Co, Inc. is the sole provider of the Hein Online Subscription. The Hein Online Subscription is a product that allows the NLRB to obtain congressional material and Government documents that pre-date 1980. The Hein Online Subscription provides all of these documents to include Lexis, Westlaw, ProQuest Congressional, CQ.com and free online resources, while no other source is capable of providing documents which pre-date 1980. In addition, it provides a need to know why and how a provision or regulation changed over time. Hein Online is the only electronic resource that provides this information, through a citation navigator and through search and browse capabilities. William S. Hein & Co, Inc. does not have resellers or distributors of this product and is capable of providing these documents dating from 1789 to the present. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM ET on May 17, 2013. Responses shall be submitted to Delfina.St.Clair@nlrb.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the HeinOnline Subscription mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
