Description
The Bureau of Reclamation (Reclamation), Lower Colorado Region, Lower Colorado Dams Office, has a recurring requirement for the repair/remanufacture, machine/rehabilitate of existing Hydro Plant related components. These Hydro Plant components may vary from items such as the generator, turbine, elevators, cranes, water passage valves and gates, barricades and basically any component found in a fully functioning power house and dam facility. Each year Hoover Dam performs a major maintenance overhaul "teardown" on one of its 17 hydro turbine generator units. There are nominal dimensional and configuration variations among the turbine-generators, but the basic design layout, assortment of parts and teardown procedures are consistent throughout. Work tasks may require manufacture of new components, re-design and reverse engineer replacement components, and/or furnish new hydroelectric turbine and generator-components to replace existing worn components. This includes large valves, operators, bearing components, water passage gates and any component that wears or needs upgrading. Types of components include, but may not be limited to: wicket gates, stator/pole wedge bars, gate bushings, wear plates, engineered fasteners, retaining bolts, break-off screws, large diameter valves, valve bodies and leafs, large diameter strength coupling studs and nuts, thrust bearing key bars, Bearing Brackets, Shift Rings, and Generator/Turbine components. For components too large for transport for repair, the contractor shall also provide onsite repair/ machining. Repair/machining work performed onsite shall be subject to Davis Bacon Act prevailing wage rates. Principal features of the work include, but are not limited to: (1) Provide welding, machining, and repair of fatigued, worn, or water-damaged hydro turbine-generator parts to precision dimensions and tolerances of Hoover Dam design; (2) Provide precision fabrication of new replacement parts per Hoover Dam design; (3) Provide reverse-engineering to include 3-dimensional digitizing and computer-aided repair or replacement manufacture of existing Hoover Dam hardware; (4) Provide industry standard inspection and testing; and (5) Self perform machining work at the contractor's facility or onsite at Hoover Dam as required in delivery/task orders. The Government anticipates awarding multiple Indefinite Delivery-Indefinite Quantity (IDIQ) type contracts. The base contract will be for a five year performance period. The estimated value for each IDIQ contract is $7,500,000. Fixed-price delivery/task orders will be issued as required. The minimum order guarantee is $5,000 per contract. The estimated magnitude of each delivery/task order is $5,000.00 to $100,000.00. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 333611 Turbine and Turbine Generator Set Units Manufacturing and small business size standard of 1,000 employees. Hoover Dam and Powerplant is approximately 8 miles northeast of Boulder City, Nevada and 32 miles from Las Vegas, Nevada in Clark County, Nevada and Mojave County, Arizona. The IDIQ contracts may also be used by Engineering staff at Parker and Davis Dams. Parker Dam and Powerplant is located on the California-Arizona border, approximately 20 miles south of Lake Havasu City, Arizona. The Powerplant, the Maintenance Yard, and the Staging Area are located on the California side of the Colorado River in San Bernardino County, California. The Davis Powerplant is on the Colorado River, immediately downstream from Davis Dam near the town of Bullhead City, Arizona. The solicitation, in the form of a Request for Proposal (RFP), will be issued on or about June 14, 2013, with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via ww.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
