- The Corporation for National and Community Service (CNCS), 1201 New York Avenue, NW, Washington, DC 20525, intends to release a Request for Proposal for the administration of Healthcare benefits services for the AmeriCorps VISTA, National Civilian Community Corps (NCCC), and Federal Emergency Management Agency (FEMA) Corps members. The purpose of this contract is to administer services to the Corporation for National and Community Service's (CNCS) self-insured health care benefits program in an efficient and timely manner for up to10,000 AmeriCorps VISTA, AmeriCorps NCCC and FEMA Corps members throughout their period of service (the number of members is dependent on CNCS's appropriation from Congress). Specific services include: • The staffing, supervision, supplies, services, materials, equipment, facility and other infrastructure required to manage the benefits administration to AmeriCorps members; • Excellent project management and quality controls; • Excellent customer service with qualified, experienced staff in the healthcare field; • A Preferred Provider Organization (PPO) or similarly effective network arrangement throughout the United States and United States Territories; • Access to a pharmacy network throughout the Unites and United States Territories (with access to an optional mail-order prescription service for maintenance/non-critical medications); • Healthcare Coverage Conversion options; and • Quality administrative services through a cost competitive strategy which may include: o Multiple Preferred Provider Organizations (PPOs) or Networks; o Wrap Service Nets; o Negotiation of Claims (for claims over a certain threshold amount). NAICS Code "Third Party Administration of Insurance and Pension Funds" is used for this project. The size standard is $7.0 million. All firms or individuals responding must be registered with the Systems for Award Management (SAM) and have a Commercial and Government Entity code (CAGE Code). All responsive offerors will be considered by the agency. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs. The contract is intended to be awarded with a base period (estimated: 3 September 2013 through 2 September 2014) and four (4) additional one-year option periods. The awarded contract will be a single award with firm-fixed price and cost Contract Line Items Numbers (CLINs). The solicitation will be issued on or about 28 May 2013. This solicitation will only be available on the internet at the following address: www.fbo.gov under the above mentioned solicitation number. The Contracting Officer for this project is Henrietta Young. This procurement is based on full and open competition. There is no geographical restriction on this competitive requirement.
