Description
Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a brand name sole source purchase order with TrenchSafety for the purchase of Topcon Hiper V Base/Rover system with MM laser receiver to include the following: Dual kit Hiper V Base and rover with OAF Bundle, Config kit Dual Hiper V Tesla Data collector Fixed height Tripod Range pole with Bipod Onsite training 8090mmGPS 3D Rover Kit This equipment will utilize 3D engineered models for the Arkansas State Highway and Transportation Department (AHTD) and trial use by their field construction personnel. Topcon Hiper V Base/Rover system with MM laser receiver has been selected for this trial effort. The purpose of this trial is to meet the goals of the EDC11 3D Engineered Models because this system uses GPS base and rover technology commonly used by contractors but has additional versatility for applications requiring accuracy greater than GPS RTK technology alone. This GPS base/rover system can be upgraded with the simple addition of a laser transmitter to provided increased accuracy necessary for verification of paving layers, structures elevations, and fine-grading. The system can also share a contractor's (Topcon) laser transmitter for accuracy improvement when used with string-less paving. TrenchSafety is the only source that can complete the project since they have the software and firmware that controls the applications that are specific to the customers use. A purchase order, issued under FAR Part 13 is anticipated and the total estimated value is not to exceed $35,435.00. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
