THE PREVIOUS NOTICE IS AMENDED TO READ AS FOLLOWS: WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE 1225 SOUTH CLARK STREET SUITE 1202 ARLINGTON, VA 22202 EXTERNAL MODELING SYSTEM (EMS) PENTAGON FORCE PROTECTION AGENCY AMENDMENT 01 General Changes: a. NAICS Code changed from 541712 - Biology Research and Development Laboratories or Services (except Biotechnology Research and Development) to 541990- All Other Professional, Scientific, and Technical Services as outlined in paragraph 1 below. b. Add Security Clearance required: Minimum Secret Security Clearance c. RECEIPT OF CAPABILITY STATEMENT: 31 May 2013 at 12:00 p.m. EST 1. Purpose This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. An award will not be made from this inquiry. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking firms doing business in North American Industry Classification System (NAICS) Code 541990- All Other Professional, Scientific, and Technical Services - This industry comprises establishments primarily engaged in the provision of professional, scientific, or technical services (except legal services; accounting, tax preparation, bookkeeping, and related services; architectural, engineering, and related services; specialized design services; computer systems design and related services; management, scientific, and technical consulting services; scientific research and development services; advertising, public relations and related services; market research and public opinion polling; photographic services; translation and interpretation services; and veterinary services). Illustrative Examples: Appraisal (except real estate) services; Marine surveyor (i.e., appraiser) services; Arbitration and conciliation services (except by lawyer, attorney, or paralegal offices); Patent broker services (i.e., patent marketing services); Commodity inspector services; Pipeline or power line inspection (i.e., visual) services; Consumer credit counseling services; Weather forecasting services; Handwriting analysis services. This requirement has an emphasis on meteorology and the modeling of fate and transport of contaminants in the atmosphere to assist the Pentagon Force Protection Agency in the performance of numerous security support activities. 2. Introduction/Background. The Pentagon Force Protection Agency (PFPA) requests support to maintain its external modeling system (EMS) for the Chemical, Biological and Radiological (CBR) Systems Program (CSP). Currently, robust contaminant fate and transport models are used to determine threat zones in and around the Pentagon Reservation and predict the local impacts of CBR releases to buildings and populations in the vicinity of the Reservation. The EMS integrates data inputs from several sources in the National Capital Region (NCR), assets from the Science & Technology in Atmospheric Research Institute (STAR) headquarters in Boulder, Colorado and near real-time measurements from the local light detection and ranging (LIDAR) system to provide immediate and accurate predictions of contaminant plumes in and around the Pentagon Reservation. These predictions are critical to implementing the protective and mitigating functions of the CSP. 3. Objective a. WHS AD seeks responses from all interested firms particularly small business firms to include small businesses in all socio-economic categories. Successful firms must demonstrate in their response to this notice the ability to perform the minimum capabilities outlined below. b. The contractor shall provide all required services and materials to successfully maintain the current Exterior Modeling System (EMS) capability. The current capability provided: (1) All personnel working on the contract must have a secret clearance at a minimum. (2) The EMS is a 24/7 mission critical asset of PFPA and is capable of supporting modeling needs for the Pentagon Reservation and other locations within the National Capital Region. Activities required to maintain this capability include (but not limited to) the following: • Program management support • Repair/On Call Support • Operations and Maintenance Systems Support • Plume Detection Algorithm • QUIC-Urb/Plume Updates • TDWR for VDRAS • Dry Deposition • Server Room • On-Site Support - EMS System Operations & Maintenance • Information assurance activities • User training for end-users and administrators • Data importation and validation/Real Data; • System architecture, technical, and training documentation production • Special studies to support operations of the system • Minimum experience is 6 to 8 years in the areas above C. This requirement has an emphasis on meteorology and the modeling of fate and transport of contaminants in the atmosphere to assist the Pentagon Force Protection Agency in the performance of numerous security support activities that meet the aforementioned objectives. Respondents should provide complete responses to each capability area addressed above. 6.
