- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Scanning Probe Microscopy (SPM) Control System SOLICITATION NUMBER: NB620020-13-03019 RESPONSE DATE: May 24, 2013 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Specs Surface Nano Analysis, Inc. for the purchase of a Scanning Probe Microscopy (SPM) Control System under other than full and open competition by the authority of FAR subpart 13.106 (b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is based on NIST's need for a Scanning Probe Microscopy (SPM) Control System. The SPM systems are part of the CNST NanoLab and a resource accessible to researchers in the CNST and to outside users via collaboration to measure a wide range of physical properties of materials. Measuring the properties of new nanostructured materials is a critical part of the CNST mission. A versatile, sensitive, and easy to use SPM control system is required to characterize such new materials using NIST fabricated SPM instruments. Sole source determination is based on the following NIST minimum requirements: 1) Can be programed in the instrument standard control environment of LabVIEW and operated by the LabVIEW realtime operating system. 2) The SPM control system shall have a high voltage amplifier stage with at least four differential inputs on BNC connectors with at least six output channels with an output voltage of at least +-400 V. 3) The SPM control system shall have a piezo motor driver unit to drive stick-slip types of coarse motion piezo motors at cryogenic temperatures down to 4K. The piezo motor driver shall have at least 8 channels which can be run individually or in parallel. The piezo motor driver shall have a sharp voltage transition going from +400 V to -400 in less than or equal to 1 µs. 4) The SPM control system shall include a software control system that runs on a standard Windows-based PC running windows 7/8. The user interface shall have a digital Z-feedback controller with user defined control signals, the ability to start and stop the feedback loop, the ability to average the z-position during a defined time before switching the controller off, and the ability to apply an offset to the z-position from the value when the loop is opened. The Z controller shall allow any inputs or internal signals to be used as a feedback signal. The Z controller shall have basic mathematical operation capability as well as the ability to combine inputs signals for the feedback signal. 5) The SPM control system shall have an atom tracking feature with software interface to locate and track surface topography maxima or minima. Specs Surface Nano Analysis, Inc. is the only vendor that offers a Scanning Probe Microscopy (SPM) Control System that is commercially available, the Nanonis BP4.5 meets all of NIST's requirements. No other vendor can provide a system that meets NIST's requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (Eastern) on May 24, 2013. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
