RFI-Industry Day - Notification REQUEST FOR INFORMATION/DELIVERY SERVICES Federal Strategic Sourcing Initiative General Services Administration Domestic Delivery Service Recompete (DDS3) May 10, 2013 GENERAL INFORMATION 1.0 OBJECTIVE On May 22 nd 2013, the General Services Administration (GSA) will host individual Market Research sessions between the Government and shipping & package delivery vendors as part of an ongoing project to define the potential requirements for a government-wide shipping contract. The purpose of these sessions is to solicit feedback from industry on the proposed model, stakeholder requirements, and other pertinent issues to assess viability of the model and its requirements, including: •· Allow vendors to bring capabilities and creative solutions to the Government before final development and potential issuance of requirements. •· Begin a collaborative dialogue between Government and industry regarding the Government's shipping needs. 2.0 BACKGROUND In 2009, the GSA and the Federal Strategic Sourcing Initiative (FSSI) program, implemented a Blanket Purchase Agreement (BPA) with UPS for Express and Ground domestic delivery service ("DDS2"). This award enabled the Federal government to realize significant cost savings and provided robust management information reports to enable agencies to better manage shipments. The current BPA will expire on September 30, 2014, and as such GSA and the FSSI program are currently engaged in the process of developing requirements for a third generation contract. Before detailed requirements are created and a Statement of Work / RFQ are given to vendors, GSA is engaging with the vendor community to understand market capabilities and emerging Government and commercial best practices for shipping management. In fiscal year 2012, the government shipped approximately 15,300,000 packages through the current DDS2 contract for a total of approximately $118M in spend. Of these, approximately 55% were shipped via ground service, 33% of the packages were sent using an overnight service, and 10% were sent using a 2 Day service. The rest were sent a variety of other services In addition, there was an identified 19,500,000 domestic packages going outside the current DDS2 contract for an approximate total of $235M Express (Overnight, 2 Day, 3 Day, etc.) and Ground services will likely continue to be the largest component of shipping on the third generation contract. However, based on preliminary analysis GSA has identified a number of ways the third generation contract can improve upon the current DDS program. Although no decisions have yet been made, the following services may be included as requirements in the solicitation: •· Inbound shipment management •· Active management of non-DDS3 contracts / tenders •· Ongoing cost management & auditing •· Dynamic technology assisted pricing in a multi-vendor environment (e.g. rate shopping capability for services) 3.0 SESSION DISCUSSION TOPICS Below are some of the questions that GSA will address during the market research session: What is the vision of the DDS3 program? Which delivery services may be required? What is the approximate shipment volume that will flow through this contract? What are the high-level reporting requirements? What is the tentative timeline for the procurement? Vendors should come prepared to discuss the following topics: Unique solutions and service differentiators offered by each vendor Potential price differentials based on single vs. multiple award vehicle Discussion of vendor's vision for serving the Federal government Reporting & data analysis services provided by the vendor Incentivizing end users to adopt best practice changes that result in win-win solutions Strategies around inbound shipment management Strategies, management and reporting around environmental sustainability Capability to integrate with third party providers such as tools that permit rate shopping, payment processing, and data collection/analysis 4.0 VENDOR QUALIFICATIONS The government anticipates the following requirements and encourages vendors to partner with other service providers where necessary as follows: •• Overnight delivery service capability throughout the entire continental United States •• Day and time definite and non-day definite shipping service throughout the continental United States and its territories •• Inbound shipment management •• Accurate submission of shipment level data and reports •• Capability to integrate and or support the use of third party systems. GSA and some of its customers currently uses PayPort Express through Citibank/Syncada to receive and pay shipping invoices. •• Capability to load shipping rates into the government's Transport Integrator ( TPI ), at transportation management system that may be used to show the shipping rates alongside other parcel carriers rates. 5.0 REGISTRATION FOR SESSIONS GSA requests feedback, comments, and recommendations on the information provided. Respondents are encouraged to think broadly about how to best achieve the desired services. GSA will assign qualified vendors a timeslot for an individual session with Government representatives. It is anticipated that vendors will be provided 45 minutes to present information to the Government, with a short period of time reserved for questions and answers. Due to potential time constraints, qualified vendors will be registered on a first come, first serve basis. To register for the market research sessions, vendors are requested to send an email to Robert.c.smith@gsa.gov and stevie.graham@gsa.gov with the following information: •· Vendor Name Number of years of corporate experience 2012 Revenue 2012 volume handled (# of packages) Primary type of services provided •· Name of attendee(s) •· Telephone numbers •· E-mail addresses •· Responses to each component of the Vendor Qualifications (Section 4) of this document Vendors are also encouraged to submit read-ahead materials before the market research session to allow for a more meaningful exchange of information. Vendors should mark each page believed to contain corporate sensitive information with the note "Proprietary Information". Materials should be based on the information contained in this announcement and any other relevant information the vendor thinks is appropriate. Materials shall be submitted no later than 5PM (ET), May 21st, 2013to the following: Robert.c.smith@gsa.gov and stevie.graham@gsa.gov Subject: Market Research Materials from [VENDOR NAME] for Domestic Delivery Services Any exchanges of information shall be consistent with procurement integrity requirements (see FAR 3.104). Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The responses from this RFI may be used to assist the Government in developing requirements for a future procurement. 5.0 SESSION LOGISTICS Sessions will be scheduled as follows: May 22 nd 2013 Time: To be scheduled with participating vendors Room TBD 2200 Crystal Drive Arlington, VA 22202 An industry forum may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. These sessions do not obligate the government in any way to issue a solicitation for the services discussed. 6.0 CONFERENCE COSTS The Government will not reimburse vendors for any expense or costs related to attending this session. 7.0 POINT OF CONTACT Robert C.
