- RFI for Mobile Electronic Biometric-Biographic Data Collection Device REQUEST FOR INFORMATION (RFI) RFI Number: HSHQDC-13-R-00052 "Mobile Electronic Biometric/Biographic Data Collection Device" 1. BACKGROUND/PROGRAM DESCRIPTION The Science and Technology (S&T) Directorate is the Department of Homeland Security's primary research and development arm. The S&T Directorate provides Federal, State and local officials with the technology and capabilities to protect the homeland. The Directorate's mission is to protect the homeland by providing Federal and local officials with state-of-the-art technology and other resources. The Resilient Systems Division (RSD) in S&T supports this mission by developing and deploying S&T solutions that keep the nation safe and strengthen resilience to all hazard disasters and enable the Homeland Enterprise and Community of Users to enhance preparedness, mitigate hazards, ensure effective response, and execute rapid recovery while minimizing the loss of life, risks to critical infrastructure, impact on the societal resilience and economy, and enabling free flow of commerce. In support of this mission, RSD is seeking information on the current and near-term availability of a data collection device on a mobile electronic platform, capable of obtaining biometric and biographic information and communicating wirelessly through a virtual private network (VPN). The device(s) of interest should be tough, rugged, and durable enough to function reliably in the various outdoor environmental conditions that DHS end users face every day, and be efficient and easy to use for the collection of biometric and biographic information in the field. The device may be fully integrated, or comprised of compatible component parts (i.e. COTS device [platform] with rugged sleeve and integrated sensor(s) [accessory]). Multiple submittals are welcome to address various solutions. Two distinct sets of requirements are tabulated in Section 2. Organizations responding to this RFI may submit on either (i.e. 1 submittal) or both (i.e. 2 separate submittals) sets of requirements. Each submittal should be subject to the White Paper and Product Description conditions in Section 3. 2. PROBLEM STATEMENT/REQUIREMENTS DHS is seeking responses to this RFI to determine the current capability(ies) and price point of the market, to provide solutions that will meet the needs of DHS end users. These needs include the capability to capture biometric and biographic information from unknown persons and to achieve identification of known persons of interest while in the field. Key Performance Parameters (KPPs) associated with the mobile data collection device, in terms of Threshold (minimum) and Objective (preferred), are contained in Tables 1 and 2 of the attached PDF document: 3. RESPONDING TO THIS RFI Sources able to satisfy the KPPs are invited to submit information describing their system. Please limit submissions to a MAXIMUM of 9 pages (cover page, white paper, and product description(s)). Cover page (maximum 2 pages) • Contact and company information o Name o Title o Company Name o Date of incorporation o Number of years in business o Brief overview of company history o FY11 and FY12 sales, FY13 estimates o Number of employees o Location o Mailing address o Phone number o Website address o Email address o Note that RFI respondents shall designate a single Point of Contact for receipt of all information pursuant to this RFI. • List any pertinent GSA or other Federal government schedule currently listed on. • Name/type of technology(ies) or model(s) currently manufactured • Define capabilities and resources available to provide the following: o Production - facilities, manpower, and manufacturing capabilities for production volume in the hundreds/thousands of units o Engineering - product developments, modifications needed to satisfy stated requirements, including biometric data capture/formatting and durability o Training - ability to provide instruction in proper product use and troubleshooting o Maintenance - ability to provide product repair or preventive maintenance o Warranty - types of product warranty(ies) available White Paper (maximum 5 pages) Provide a technical description to include existing or expected performance characteristics/capabilities for key components of the technology/concept proposed for evaluation. This shall include: • Ability to meet KPPs (complete "Proposed Solution" column in the requirements table[s]) o For multiple proposed concepts for each table, add additional "Proposed Solution" columns. • Current operational use of proposed product(s) and any available performance metrics • Description of open source vs proprietary applications or interfaces and the ability to integrate or modify GFE software with the solution • Ability to demonstrate current products at the DHS S&T location (Washington, DC) • Brief overview of O&M plans/options • Rough Order of Magnitude (ROM) cost per integrated device or accessory, in volumes per vendor cost/quote model (e.g. 100, 500, 1000, 5000 order quantities) • ROM cost per integrated device or accessory including life cycle support packages (e.g. warranties, O&M support, etc.), in volumes per vendor cost/quote model • ROM cost per integrated device or accessory with [OPTIONAL] packages (see Tables 1 & 2), if possible, in volumes per vendor cost/quote model Note: the Government realizes that there might not be a current solution that meets the stated threshold requirements. Please note that the ROM cost estimates should describe an estimate of future, final production costs, if the Federal Government funded the development of the integrated device or accessory to meet the requirements listed. A ROM of the anticipated development cost should also be included in this response. Product Description(s) (maximum 2 pages) Provide a brief summary of salient product characteristics and the key characteristics including: • Product description(s) (sensors, battery life, etc.) • Description of Graphical User Interface and process workflow(s) • Technology maturity: Existing technology or technology concept; list the current Technology Readiness Level • Other product characteristics relevant to this RFI White Papers should be submitted in the following font: Times New Roman/Size = 12/Spacing = single. Any company proprietary information, performance capabilities, and/or future modification should be clearly identified and marked. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Method of submission: one electronic submission in machine-readable format (typically PDF, ASCII, MS Word, or Word Perfect format). Responses to this request for information are to be submitted electronically to DHS at mobile.data.collection_RFI@hq.dhs.gov. Please include the RFI Number (HSHQDC-13-R-00052) and title in the subject line of your email and provide one electronic submission in PDF format. Submissions must be received no later than 5:00 PM, U.S. Eastern Daylight Savings Time, Friday, June 14, 2013. Early submissions are encouraged. DHS reserves the right to review late submissions but makes no guarantee to the order of, or possibility for, review of late submissions. Unsolicited proposals in response to this RFI will not be considered. 4. GOVERNMENT PLANS THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgment of receipt - if a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. DHS is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government, and will not be returned. Responses to the RFI may be used to develop Government documentation. Responses to this RFI may be evaluated by Government technical experts drawn from staff within DHS and other Federal agencies. The Government may use selected support contractor personnel to assist in the evaluation. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary and source selection information. This action will be governed under DHS law enforcement sensitive guidelines. 5. CLASSIFIED SUBMISSION Any classified information regarding any proposed system should be omitted from the white paper. Please limit your White Paper responses to this RFI to Sensitive Security Information (SSI), company proprietary or unrestricted information, and please mark submissions appropriately. SSI submissions can be submitted as normal by password protecting the document, and then sending the password separately to the contract specialist. The following is an abbreviated description of SSI: "SSI is a control designation used by the Department of Homeland Security, and particularly the Transportation Security Administration. It is applied to information about security programs, vulnerability and threat assessments, screening processes, technical specifications of certain screening equipment and objects used to test screening equipment, and equipment used for communicating security information relating to air, land, or maritime transportation. The applicable information is spelled out in greater detail in 49 CFR 1520.7. When transmitted by e-mail, SSI must be in a password-protected attachment. The password should be transmitted separately of the protected document." 6.
