AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R13PS49050 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 532412 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-05-20 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The Bureau of Reclamation requires the following items, Meet or Exceed, to the following: LI 001: Rental of one CAT 330 Excavator or equal. To be considered equal, the excavator shall meet all of the following required specifications. Gross HP: 245-275 hp; Operating Weight: 76,000-83,000 lbs; Bucket Capacity: 2.5-3.5 cy., 36, Days; LI 002: Mobilization and Demobilization of one excavator., 2, Jobs; LI 003: Rental of one CAT 950 Loader or equal. To be considered equal, the loader shall meet all of the following required specifications. Gross HP: 190-260 hp; Operating Weight: 38,000-45,000 lbs; Breakout Force: 33,000-42,000 lbf. The bucket capacity shall be between 4 - 5 cubic yards., 36, Days; LI 004: Mobilization and Demobilization of one loader., 2, Jobs; LI 005: Rental of one 5 cubic yard gravel box., 36, Days; LI 006: Mobilization and Demobilization of one gravel box., 2, Jobs; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. All equipment shall have no more than 3,500 hours on the meter and shall be in excellent working condition. All equipment shall have enclosed cabs with working heat and air conditioning. All equipment shall meet all Federal, State, County, and Local Regulations in which they will be delivered. Bid MUST be good for 45 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Please see attached Commercial Item Terms and Conditions which are applicable to this solicitation and the resulting purchase order. Reclamation projects the rental period will be from 06/19/2013, to 07/24/2013. Reclamation will notify the vendor, in writing, when the equipment is ready for pick up. Rental charges shall be immediately halted upon receipt of this notice and the equipment shall be picked up. Reclamation is not responsible for the equipment after it is called off rent. All equipment shall be delivered to and picked up from Trenton Dam, Trenton, Nebraska. GPS Coordinates are: 40.173943, -101.06194. Delivery coordination shall be made through Reclamation employees. Contact information will be given upon award. If the equipment becomes non-operative, the contractor shall immediately send a mechanic to make any necessary repairs at no cost to the Government. This mechanic will need to be on site within 4 hours of notification to contractor by the Government. If repair is not possible, then the equipment shall be replaced within 24 hours after the contractor is notified by the Government of the breakdown. All rental charges shall be halted until the repairs are completed and the equipment has been returned to excellent operational condition or an acceptable replacement has been received. The Government shall not be charged for normal wear and tear to the equipment. The Government is responsible for damage, other than normal wear and tear, proven to be caused by the Government. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at https://www.sam.gov.
