- MyHealtheVet Nationwide Health Information Network Collaboration Office of Informatics and Analytics Request for Information VA701-13-I-0193 May 10, 2013 Introduction: This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered proposals nor will any award be made by interested parties in responding to this Sources Sought announcement. Background: Wounded, Ill and Injured (WII) family members and designated Committed and Dedicated Representatives (CADRE) have difficulty locating benefits-related services and information on the internet and elsewhere. They are forced to contact numerous organizations and websites with a variety of log-on requirements before locating information or support for their specific needs resulting in dissatisfaction with the process and delays in receiving needed benefits. A capability is required that leverages one pathway to provide information supporting the delivery of benefits to our WII service members, veterans, their family members, and designated CADRE. The capability will improve coordination across the Department of Defense (DoD) and Department of Veterans Affairs (VA) self-service touch points and allow WII service members and veterans to actively participate in their recovery, rehabilitation and reintegration. These improvements to inter-departmental coordination and systems access will increase efficiencies in the benefits determination process and improve customer satisfaction. In order to promote a single source of comprehensive Personal Health Record (PHR) data for the user, there must be an alignment of the My HealtheVet (MHV) framework with the Bi-directional Health Information Exchange (BHIE) framework (which currently allows bi-directional data flows between VA and DoD systems), VistA web, or appropriate solution. This would allow a VA patient the ability to have access to their electronic medical records from VA and DoD. With the introduction of delegation through MHV, a VA patient would be able to grant access to their entire VA, DoD and self-entered records to any external provider of their choosing. This project will result in the creation of the necessary project analysis and design documentation that will enable VA and DoD to establish bi-directional communication between their respective clinical repositories, other DoD systems, and the single common e-benefits portal presentation layer. Requirements: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires a contractor to provide technical support services to leverage one Internet-based pathway to provide information supporting the delivery of benefits to Wounded, Ill or Injured (WII) service members, veterans, their family members, and designated CADRE. The contractor shall tailor its efforts to meet the needs of the population being served. At a minimum, the contractor shall provide the following: a.The Contractor shall provide an assessment of existing capabilities for the transport of web portal data for portability and interoperability for personal health records and electronic health records to include BHIE, VistAWeb, North Chicago Project, Madigan Project, Nationwide Health Information Network (NHIN), and commercial industries. b.The Contractor shall provide a solution to transfer MHV eVault data to the electronic health record, the eBenefits portal (i.e. interoperability and portability of data) and to other outside PHRs (e.g., Microsoft, Google). c.The Contractor shall provide technical services needed to make the information consumable by the user (i.e. look and feel and usability) for Veterans Administration and Department of Defense. d.The Contractor shall provide technical services for the development of PHR interface, integration, and delegation requirements. e.The Contractor shall provide a proof of concept of the recommended solution through implementing a pilot through the eBenefits portal. Period of Performance: The period of performance shall be twelve (12) months after award. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than fifteen (15) pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: Company name and address Company point of contact name, telephone number and email address Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, and potential teaming partners If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. The name, address, and value of each project. The Prime Contract Type, Firm Fixed-Price, or Time and Material. The name, telephone and address of the owner of each project. Description of each project and why it is relevant to this requirement. Include difficulties and successes. Your company's role and services provided for each project. What kinds of performance assessment methods are commonly used? What are the common qualifications of the people who are providing these services? The applicable NAICS code for this project is 541611 with a Small Business Size Standard of $14 Million.
