Description
The Wilmington VA Medical Center has a requirement for Project No. # 460-10-207, Site Enhancements. A Firm-Fixed Price, Construction award is anticipated. The project will improve the landscaping and exterior features throughout the WVAMC campus. The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated on the drawings and in the specifications. The project will involve but not be limited to trades required for the complete improvement of landscaping and exterior features throughout the campus, including, but not limited to, general landscaping, selective demolition and replacement of existing fence and security gates including installation of associated underground utilities, installation of rooftop mechanical screens and electrical outlets, installation of site amenities and furnishings, construction of new gazebo, demolition of abandoned site utilities, installation of new site lighting, banner poles and flag pole, replacement of downspouts, gutters and scuppers, replacement of al fire hydrant valves, construction of two new entrance canopies, installation of sump pump and construction of associated underground storm drain line including manholes, removal and replacement of concrete, resurfacing, restriping and resealing of asphalt surfaces, and the installation of rooftop fall protection tie down system. This requirement is a Request for Proposal and is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Additionally, this acquisition will be conducted in accordance with FAR 15, Contracting by Negotiation. Solicitation documents, including scope of work, will be available electronically on or about May 28, 2013, at the following website: www.fbo.gov. Interested contractors will search for solicitation VA244-13-R-0191 to access solicitation documents and any amendments. OFFERORS ARE ADVISED TO CHECK THE WEBSITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The NAICS Code for this project is 236220. The small business size standard is $33,500,000.00. The FSC is Z2PZ - Repair or Alteration of Other Non-Building Facilities. The Project Magnitude is between $2,000,000 and $5,000,000. The contract completion time will be Three Hundred Sixty Five (365) Calendar Days from issuance of the Notice to Proceed. A One hundred and twenty (120) day proposal acceptance period will be required. Bid bond, Payment and Performance bonds will be required. A pre-proposal conference will be announced in the solicitation, and will be held at the Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington DE 19805. All potential offerors are strongly encouraged to attend the pre-proposal conference. This will serve as the perfect opportunity for contractors to fully understand the project, as there will be representative(s) from engineering and the contracting office in attendance. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to the solicitation contents or general questions must be addressed in writing on company letterhead (e-mail is acceptable), containing a point of contact, the solicitation number, email address, phone and fax numbers and must be addressed to the contracting officer listed. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at. https://www.sam.gov/portal/public/SAM/ Ensure your registration is correct, current and has not expired. To be considered for award all prospective contractors must be in compliance with VAAR 819.7003 and be registered in VetBiz at www.vetbiz.gov, on the date and time proposals are due.
