- Notice of Intent to Sole Source Radar Water Level Sensor with SDI-12, RS-232 and NOAA Mode Measurement Capability It is the intent of the US Army Corps of Engineers, Detroit District to award a sole source fixed price contract to Design Analysis Associates Inc. for the purchase of the National Oceanic and Atmospheric Administration (NOAA) recommended WaterLOG H-3611i Radar Water Level Sensor with SDI-12 and RS-232 outputs and the "NOAA mode measurement" capability which includes the following parameters. • Supports the "aM1" and the "cM1" NOAA quality control average measurement (DQAP) • Must provide 3 millimeter accuracy • 1 ft to 100 ft (0.3 meter to 0.4) meter standard range • Frequency of about 26 GHz • 1mW max pulse energy • 10 degree beam angle, 3 inch diameter horn • Operating temperature of -40 C to +80 C • Detachable cable • M12 plugable connector Must internally perform the following measurement sequence: • Makes 181 measurements at a precise 1 second interval • Computes the standard deviation for the data set • Multiplies the standard deviation by 3 to obtain a High and Low outlier threshold • Sifts through the data set and discards data points above and below the outlier thresholds • Computes the standard deviation again for the data set with the outliers removed Standard Deviation must be computed using the following steps: • Compute the mean for the data set • Compute the deviation by subtracting the mean from each value • Square each individual deviation • Divide by one less than the sample size • Take the square root The WaterLOG H-3611i Radar Water Level Sensor produced by Design Analysis Associates, Inc. is the only viable instrument available to match the existing platform already tested and in use by NOAA and built to include the NOAA mode measurement. This notice of intent is not a request for competitive proposals. All interested suppliers who feel they have the capability to perform these services must submit a capability statement no later than 20 May 2013. All submittals will be considered by the Government. This notice represents the only official notice of such solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
