Description
This is a combined synopsis/solicitation for a commercial service item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number AG-03R6-S-13-0032 is issued as a Request for Quotation (RFQ) for the purchase of one all aluminum gooseneck custom office trailer (helitack) for the Region One Regional Office Fleet Management program for the Idaho Panhandle National Forest Supervisor's Office in Coeur d'Alene, Idaho. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. This acquisition is a total Small Business Set-aside. The applicable NAICS code is 336214- Travel Trailer and Camper Manufacturing. The corresponding size standard is 500 employees. SCHEDULE OF ITEMS Item No. 1- All Aluminum gooseneck custom office trailer (helitack) Item Description 1.1 One (1) - All Aluminum gooseneck custom office trailer (helitack), per specifications* described in this solicitation, with delivery to the the Idaho Panhandle National Forest Supervisor's Office in Coeur d'Alene, Idaho. EQUIPMENT SPECIFICATIONS: *Attachment A: Specifications and Drawings DELIVERY Price quoted must include delivery. Deliver to: Idaho Panhandle National Forest Supervisor's Office 3815 Schreiber Way Coeur d'Alene, Idaho 83815 Delivery must be during normal business hours of 8:00 a.m. and 4:00 p.m, Monday through Friday. Please contact Cooper Brantley, 208-765-7472, at least 48 hours before expected delivery, to arrange for inspection and acceptance. Required by delivery date: no later than December 27, 2013. Please Provide quotes on attachment labeled *Schedule of Items *Attachment B: Schedule of Items All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database. Mountain Standard Time. Only hand-delivered or emailed quotes will be accepted. Please email for verification of receipt of quote. NOTE TO OFFEROR 1. NOTE TO OFFEROR: The following must be included with your quote to be considered complete and therefore evaluated for award: 1. Completed Schedule of Items: Attachment B a. Delivery plan will be required 10 days after award. 2.. Completed Experience Questionnaire: Attachment C a. Relevent Experience in building trailers to be used in remote locations or in adverse conditions 3. Proof of ORCA registration or completed copy of the provision at FAR 52.212-3 - See Attachment D 4. A completed copy of the Provision AGAR 452.209-70 Representations by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction (Deviation 2012-01) (FEB 2012). SOLICITATION INFORMATION For information regarding this solicitation please contact the following Contracting Officer: Marti Bowland mbowland@fs.fed.us Phone 406 363 7128 CONTRACT TERMS AND CONDITIONS The provisions at FAR 52.212-1 Instructions to Offerors-Commercial (FEB 2012), applies to this acquisition. The provisions at FAR 52.212-2 Evaluation - Commercial Items (JAN 1999) will be used as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Technical expertise as determined by the Experience Questionaire Ability to meet the delivery date. Evaluation will be conducted as per FAR 13.106-2. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAR 2012) with offer or proof of registration in ORCA. See Attachment D. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2012), applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (MAR 2012), applies to this acquisition * (see Attachment F) and in addition to this provision are the following addenda: This acquisition is subject the the provisions at AGAR 452.209-70 Representations by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction (Deviation 2012-01) (FEB 2012) regarding felony convitions and corporate federal tax delinquencies. To comply with these provisions, all offerors must complete paragraphs (2) and (3) of this representation, and all corporate offerors also must complete paragraphs (2) and (3) of this representation, and submit with offer. See Attachment E This acquisition is subject the provisions at AGAR 452.209 - 71 ASSURANCE REGARDING FELONY CONVICTION OR TAX DELINQUENT STATUS FOR CORPORATE APPLICANTS (a) This award is subject to the provisions contained in the Consolidated Appropriations Act, 2012 (P.L. No. 112-74), Division E, Sections 433 and 434 regarding corporate felony convictions and corporate federal tax delinquencies. Accordingly, by accepting this award the contractor acknowledges that it - (1) does not have a tax delinquency, meaning that it is not subject to any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, and (2) has not been convicted (or had an officer or agent acting on its behalf convicted) of a felony criminal violation under any Federal law within 24 months preceding the award, unless a suspending and debarring official of the United States Department of Agriculture has considered suspension or debarment of the awardee, or such officer or agent, based on these convictions and/or tax delinquencies and determined that suspension or debarment is not necessary to protect the interests of the Government. (b) If the awardee fails to comply with these provisions, the Forest Service may terminate this contract for default and may recover any funds the awardee has received in violation of sections 433 or 434. (End of Clause) FAR 52.236-7 PERMITS AND RESPONSIBILITIES (NOV 1991) The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor's fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. 52.252-2 CLAUSES INCORPORATED BY REFERENCE (FEB 1998) This contract incorporates the following clauses by reference, with the same force and effect as if they were given in full text.
