- Downloadable Sources Sought Notice Title Services in support of Department of Homeland Security border security projects, Arizona - Statewide This is a SOURCES SOUGHT NOTICE to determine the availability of firms for a potential competitive procurement. NO AWARD will be made from this Sources Sought. No solicitation, specifications, or drawings are available at this time; please do not request a copy of a solicitation. Potential offerors having the skill, capabilities, and personnel necessary to perform the described project are invited to provide feedback via e-mail to Mr. Joseph Hetrick at joseph.j.hetrick@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this notice is to gain knowledge of potential business sources for Title Research services for the US Army Corps of Engineers, in support of Department of Homeland Security activities across the state of Arizona. Background : For the past 12 years, the Army Corps of Engineer Sacramento District has been chartered through the Department of Homeland Security to serve as the lead agency on all real estate actions related to securing the southern border in the State of Arizona. The Army Corps of Engineers has administered many title search and related contracts designed to assist in the acquisition of real property in support of various border security projects. Past title contracts have led to the construction of vehicle and border fences, border security towers and Custom's and Border Protection forward operating bases in southern Arizona. The latest border security projects are centered on tactical infrastructure and require the acquisition of real property for access roads, border security towers, border fence and Custom's and Border Protection forward operating bases. Services : Under this contract, the contractor will provide all labor, materials, necessary to supply: Preliminary title reports, vesting deeds, Schedule B exceptions, title commitments, escrow services, document recording and policies of title insurance. All work will be located in the state of Arizona. Contract : The agreements awarded under this procurement will be performance-based firm fixed price, competitive, small business set-aside, Master Blanket Purchase Agreements. The Government will be issuing a solicitation using NAICS Code 541191. The government intends to award 2 Blanket Purchase Agreements off of this solicitation. The performance period will begin at time of award and with calls being issued on an as needed basis, will run through July of 2018. The maximum ceiling for the Master Blanket Purchase Agreement is not-to-exceed $3,000,000.00 over the period of performance, spread across both BPAs. Capabilities Statement : The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective contractor's project execution capability. Please limit the submission to 4 pages. Please provide the following: 1) Prospective offeror's name, address, point of contact, phone number, and e-mail address. 2) Prospective offeror's interest in responding to the solicitation when it is issued. 3) Prospective offeror's capability statement demonstrating the Offeror's ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project. Please include evidence of valid licenses and evidence that the firm will be able to perform work on contracts across the state with concurrent periods of performance. 4) Offeror's size status (small-business, 8(a), HUBZone, etc.), the number of years in business, CAGE code and DUNS number. 5) Offeror's Joint Venture information if applicable - existing and potential. The Government is seeking short statements regarding the company's ability to demonstrate existing expertise, past performance, experience and licensing in relation to the areas specified herein. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in identifying sources with required capabilities. This Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government.
