Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET RESEARCH: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities to provide pre-shot sniper detection (PSSD) systems for multisensor persistent surveillance systems. The PSSD system will need to rapidly improve detection, accurately identify, locate, and neutralize sniper activities and other precision small arms fire threats. The pre-shot sniper detection (PSSD) system will be used during the day, night and adverse weather operations. It will be employed in the open terrain and urban environments as an additional method to increase battlefield situational awareness with the persistent surveillance system. The PSSD will need to provide automatic alerts and capable of slew to cue capabilities. There is no defined technical approach for PSSD for the persistent surveillance system (e.g. optic retro-reflected, radar, skin detection, etc.) There is no intent to develop any items or systems under this program. At a minimum the following information needs to be addressed in response to this RFI: Explanation of proposed PSSD technology Rationale and tactical advantages of the system Detection types and rates Range limitations and resolution if applicable Localization error associated with detection Field of Regard (FOR) and Field of View (FOV) of system/technology Probability of detection (PD) False alarm rate and any mitigation tools Emplacement, installation, and calibration process of system/technology Training needed and duration Potential Safety hazards and mitigation Approval or authorization to operate (e.g. FCC, U.S. Navy Laser Safety Review Board (LSRB), U.S. Army Center for Health Promotion and Preventive Medicine (CHPPM), etc.) Size, Weight, and Power (SWaP) Temperature, Climate/Terrain, and environmental limitations to include adverse weather and urban operations MIL-STD-810G testing and ruggedization Training needed and duration Maintenance schedule and tools Ability to conduct remote maintenance or Built In Test (BIT) capabilities Software and data formats Any recordable output (e.g. imagery, detection declarations, time/position/pointing data, etc.) Notification process and system display of sniper or sniper activity detection Maturity of system in regards to Technology Readiness Level (TRL) definitions At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This request for information does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
