Description
The U.S. Army Corps of Engineers, St. Paul District Contracting Division, has an upcoming requirement for construction of a slurry trench in Wahpeton, ND, and is seeking interested sources from all business concerns that are capable of providing the work required. The Statement of Work is as follows: The Wahpeton Slurry Trench project consists of construction of a slurry trench approximately 1250 feet long, 20 feet deep, and 2.5 feet wide located along the riverward toe of the levee at the south end of the Bois de Sioux Golf Course in Wahpeton, North Dakota. Additional tasks required due to construction of the slurry trench include stripping topsoil, removal of pavement, levee excavation, construction of a working platform for slurry trench construction, protection of a concrete pipe crossing the slurry trench, and restoration of the levee, pavement, and turf. Qualification requirements include that the contractor has successfully installed a minimum area of 1,000,000 square feet of bentonite slurry trench of equal or greater complexity. The slurry trench specialist shall be an individual who has had experience with at least 5 projects in all aspects of slurry trench construction which includes, but is not limited to: a.) The use, testing, and control of bentonite slurries, b.) The mixing methods required to properly mix the slurry and backfill materials as required, c.) Trench excavation and backfilling procedures, and d.) A thorough knowledge of construction equipment and material testing required for slurry trench construction. The slurry trench excavation equipment operator shall have experience using similar slurry trench excavation equipment to be used for this contract in a minimum of 2 projects of similar or greater magnitude (depth). The estimated price range for this acquisition is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. This is not a request for proposals, but instead market research to determine interested sources prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest and to obtain capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested concern, please provide the following information: 1.) Business name and Point of Contact; 2.) DUNS number and CAGE code; 3.) Indication of business size (large, small) and small business status if applicable (ie. HUBZone or SDVOSB; and 4.) A brief Statement of Capability (no more than 10 pages) which demonstrates the ability to meet the requirements specified in the above statement of work. Also include any past performance information on Government contracts of similar size and scope. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 3:00 p.m., Central Standard Time, on 28 May 2013 to the attention of Patricia M. Simon, Contract Specialist, via e-mail to patricia.m.simon@usace.army.mil
