- Statement of Work Sole Source Justification Synopsis: This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER and is not a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service has a requirement for a Marine Animal Health Program and intends to negotiate with and issue a sole source, firm-fixed price award to the Marine Biological Laboratory (MBL), 7 MBL Street, Woods Hole, MA, 02543-1015, for Marine Veterinary Support for the Joint Woods Hole Science Aquarium-MBL Marine Animal Health Program. The award will be made using other than full and open competition procedures pursuant to FAR 6.302-1(a)(2)(A), only one responsible source and no other supplies or services will satisfy agency requirements and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2). The Northeast Fisheries Science Center and MBL are neighboring research institutions with a long history of collaborative efforts. While there are other research institutions in the area, there are no local institutions that have all the necessary components to fulfill the requirement, including a marine veterinarian, a marine animal care facility, and a shared commitment to the Woods Hole Science Aquarium's three-part mission: education, research and conservation. The program consists of: 1) Medical care of the NEFSC Woods Hole Science Aquarium collection and documentation of medical/health histories for individual specimens that brings the WHSA in line with professional aquarium standards. 2) An academically-based educational program that consists of internships in aquatic medicine for veterinary students and experiential opportunities for other students enrolled in NOAA's student programs. 3) Research that grows out of clinical questions about care and display of aquarium animals. The associated North America Industry Classification System (NAICS) Code is 541712 and the business size standard is 500 employees. This will be awarded with a base year and two option year periods. This Notice is for informational purposes only and is not a request for competitive proposals.
