- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET RESEARCH: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities to provide unattended ground sensors (UGS) systems for multisensor persistent surveillance systems. The UGS detection system will be used as an additional sensor for the surveillance system in non-line of sight (NLOS) terrain, surveillance gaps, defilade, or areas of interest as a means to rapidly improve detection, accurately identify, confirm enemy activity, and classify potential threats thus increasing battlefield situational awareness. The UGS detection system should be scalable, modular, light-weighted, and capable of operating for 24/7 operations. The system shall be usable in a wide variety of climates and environments to provide early detection, confirmation of activity, hazards, and increase situational awareness. The UGS system will need to be able to seamlessly receive and transmit near real-time alert data to the surveillance system and support the systems slew to cue capability out to specified ranges, via relays if necessary, within the assigned operating area. At a minimum address the following information in the UGS RFI: Rationale and/or tactical advantages of the system Detection modalities (e.g. seismic, acoustic, magnetic, EO/IR, etc.) Minimum and maximum speed, size, or direction needed for detection Classification and identification of detection contact (e.g. personnel, vehicle, tracked vehicle, convoy, etc.) Detection ranges to include with relay, without relay, or Adhoc mesh network Time for detection and alert to include minimum sensor dwell time required Limitations of number of sensor nodes and simultaneous events/contact detections Ability to provide activity alerts via a software call Probability of detection (PD) False alarm rate and any mitigation tools Temperature, Climate/Terrain, and environmental limitations to include adverse weather and urban operations Size, Weight, and Power (SWaP) of the system Any energy efficiency aspects to include sleep modes Communications architecture and infrastructure to include bandwidth requirements MIL-STD-810G testing and ruggedization Camouflage and concealment techniques and attributes Anti-tamper characteristics Low Probability of Intercept (LPI) and Low Probability of Detection (LPD) rates Installation and emplacement process to include any self-locating/geo-register aspects Training needed and duration Maintenance schedule and tools Ability to conduct remote maintenance or Built In Test (BIT) capabilities Software and data formats At the current time, NO FUNDING IS AVAILABLE for contractual efforts.
