Master Quote Sheet Field Inspectors Report Detailed Drilling Requirements Combined Synopsis/Solicitation with Provisions and Clauses Special Agreement Requirements COMBINED SYN/SOL: Geotechnical Drilling and support services This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is a Request for Quotation (RFQ), No. DTFH70-13-Q-00006, being issued by the Federal Highway Administration(FHWA) Simplified Acquisitions Department with the intent to establish a list of qualified suppliers to be used for a multiple award blanket purchase agreements(BPA) for Geotechnical drilling services in the States of: Oregon, Washington, Idaho, Montana, Wyoming, Alaska and National Parks such as Glacier National Park, Yellowstone National Park and Grand Teton National Park. Term of BPA not to exceed 60 months. This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13.303, Simplified Acquisition Procedures, BPAs. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. This solicitation is a Small Business SET-ASIDE. The North American Industry Classification System (NAICS) code is 213115 with an industry size standard of $7.0 Million. The Government will select responsible suppliers who respond to this solicitation. A responsible offeror is one whose offer conforms with the solicitation and will be most advantageous to the Government. See Clause 52.212-2 below, for evaluation criteria. It is the contractor responsibility to be familiar with applicable clauses and provisions. FAR Provisions and Clauses may be viewed and/or downloaded from http://www.acquisition.gov/far/. All firms responding must be registered with the System of Award Management, SAM (www.SAM.gov), prior to issuing a drilling BPA for drilling services. Representations and Certifications Commercial Items 52.212-3 must be completed in SAM or submit a hard copy of the attached provision. Once this combined synopsis/solicitation is posted, it is the responsibility of the interested parties to review this site frequently for any updates/amendments to any and all documents. SUMMARY DESCRIPTION OF REQUIRMENTS: The overall scope of work will include but is not limited to the following: the drilling machine requirements will consist of a truck or track mounted drill, capable of wire-line core drilling to a minimum depth of 200 feet, obtaining an H-size (2.5 inch diameter) core, and standard penetration tests (SPT) and samples for the full depth specified. The equipment shall also be capable of turning 8.25 inch (O.D) hollow-stem augers to a depth of 80 feet. The drilling machine must be furnished complete with all materials, operating accessories, modifications and attachments necessary to fulfill the requirements of the project. Core drilling equipment will be H-sized triple tube or split tube wire-line unless otherwise stated. Casing Advancers from 4 to 5 inch diameter may be used. Portable drilling machines will consist of drills capable of being transported to specific drill locations using a crane, helicopter, skidding, ATV or hand packable by a drill crew. N-sized triple tube or split tube wire-line equipment may be called for when using portable drill type equipment. Casing Advancers from 2.5 to 5 inch diameter may be used. Hollow stem augers for drilling and soil sampling to required depths, installation of instrumentations and H-sized coring for sampling must have a minimum I.D. of 4.25 inches and maximum O.D. of 9 inches. Subgrade sampling requires a large diameter earth auger bit with an O.D. of 14 to 16 inches with a solid stem auger flight of 8 to 10 inches diameter attached. The combination shall have the capability to drill 5 feet below ground surface. All stationary and mobile diesel and gasoline engines, except exhaust turbo-charged engines used shall be equipped with spark arresters. (See Contractor-Furnished property and Services, see Section C in the attached document for detailed requirements) The personnel requirements will consist of one journeyman-level drill operator with 3 years minimum experience in the operation of drill equipment in the geotechnical field, driller's license from each state, if required, where they perform work. Must be capable of performing standard geotechnical tests and be proficient in the use of split tube sampler and similar tests. The experienced helper will work under the direct supervision of the driller. Must be able to lift heavy equipment in adverse weather conditions. Must have a minimum of 6 month's experience working with heavy equipment. Flag personnel shall be certified and perform in accordance with the "Manual on Uniform Traffic Control Devises, Part IV Section F. (See Contractor- Personnel Requirements, Section D in the attached document for detailed requirements) Contractor shall include in the package; a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications Commercial Items, Certificate of Liability Insurance, Five recent drilling references and contact information, a list of your 2011-2012 drilling jobs in which you performed drilling services and a price sheet with your standard drilling prices that are able to be determined at time of package submission.
