Description
Project entitled: Ice Harbor Unwatering and Drainage Pumps Replacement. The work is located at Ice Harbor Lock and Dam located near Burbank, Washington. This will be a firm fixed-price supply contract with construction installation. The North American Industry Classification System (NAICS) code for this procurement is 333911 and the associated small business size standard is 500 employees or less. Solicitation will be unrestricted and open to both large and small business concerns. Summary of Scope of Work: Provide all plant, labor, equipment, materials and incidentals to install new 300 HP, 4160V, 3 phase unwatering pumps and new 125 HP, 480V, 3 phase drainage pumps including valves and discharge piping plus a new 480V motor control center (MCC) at Ice Harbor Lock & Dam Powerhouse: Procure three 300 HP, 4160V, 3 phase unwatering pumps and four 125 HP, 480V, 3 phase drainage pumps, valves plus a drainage pump MCC that meets or exceed the specifications. Remove and dispose of the existing unwatering and drainage pumps, specified valves and drainage pump MCC. Some of these items contain asbestos and lead based paints. Install 2 of the 3 new unwatering and install 3 of the 4 new drainage pumps, and install the valves, discharge piping, and the drainage pump MCC including new cabling, conduit and switchgear as specified in the plans and specifications. Perform testing, commissioning and training of the new systems per the specifications including PLC programming using PC-DSOFT5 software. Solicitation Number W912EF-13-R-0018 will be posted to the FedBizOpps (FBO) website on or about June 12, 2013. The solicitation will be a Request for Proposal utilizing the Lowest Priced Technically Acceptable method. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. Important Note: The FBO quote mark Response Date quote mark listed elsewhere in this synopsis is for FBO archive purposes only. It does not necessarily reflect the actual proposal closing date. The proposal due date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to offerors. Details regarding the site visit date/time/location will be contained in the solicitation. ACCESS FOR FOREIGN NATIONALS: Security clearance for foreign nationals to attend the site visit requires approximately 4 weeks; therefore, clearance should be requested immediately. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
