Description
I. Sources Sought Synopsis: This announcement constitutes a Sources Sought Synopsis (SSS), no solicitation exists; therefore, do not request a copy of a solicitation. This SSS and request for capability information is issued solely for information and planning purposes; this is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. Companies that respond will not be paid for the information submitted. a) The Government is conducting market research to identify, as potential sources, capable companies that may possess the expertise, capabilities, and experience to competently and competitively respond to requirements for the Taiwan Mission Training Center (MTC) and spares in support of the F-16 aircraft as well as in-country Contractor Logistics Support (CLS) of training devices. Only United States companies will be considered for contract award. b) The Government does not intend to award a contract on the basis of this Sources Sought Synopsis or to otherwise pay for the information requested except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation. While responding to this SSS will not ensure participation in future solicitations or contract awards, it also will not prohibit participation. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this research. Respondents are solely responsible for all expenses associated with responding to this SSS. c) Background: The Taipei Economic and Cultural Representative Office (TECRO) requests one (1) fully integrated four (4)-Ship MTC, purchase of the trainers' Organizational "O" level support equipment and two (2) years of initial trainer spares to be located in-country. It also provides for the acquisition of on-site maintenance and technical support to ensure the training device is returned to and maintained at Full Mission Capable (FMC) status after system failures. The level of Contractor Logistics Support (CLS) shall include performance of preventative maintenance, the repair or replacement of repairable items up to the Depot Level, and the purchase of consumable items in support of such repairs. Additionally, equipment, tools, materials, and other items and services necessary are requested to accomplish maintenance and repair of the training device. This effort includes stock and securing of the spares and equipment. A data package is not available for this effort. d) If potential offerors require Government Furnished Property (GFP) or Government Furnished Equipment (GFE), please indicate this in your response as it may be offered at a later date. II. Request for Capabilities Statement: The capability statement shall clearly demonstrate your company's capability to provide the following: a) Simulator visual system that provides realistic detection, orientation, recognition, and identification of targets throughout full 360°. b) Simulation services for training devices and simulations for fighter aircraft combat training systems with 20/40 visual acuity that is easily field upgradeable to 20/20 using a multiple panel visual system. c) Sensor Video Recording System (SVRS) HD to record and review all instruments, sensors, video, and audio produced by a trainer. This also includes capability to monitor training activities in real time and simultaneously provide playback capabilities for mission debrief. d) A Physics-Based Environment Generator (PBEG) HD to improve simulated realism on modern training applications and to support advanced training applications. e) An F-16 MTC with architecture similar to the USAF configuration but technically revised to meet Taiwan Air Force configuration constraints. f) Previous work experience with Foreign Military Sales (FMS) and registration with the Department of State (DoS), or a plan to ensure that this will be successfully accomplished in a timely manner, to work with the country of Taiwan for import and export of restricted materials (simulation spares). g) A description of how your company would maintain a simulator or similar device(s) without design data or being fully reliant on the original equipment manufacturer to provide equipment or data. h) A Rough Order of Magnitude (ROM) to provide MTC simulation services for F-16 fighter aircraft combat training systems. i) A ROM to provide CLS simulation services for F-16 fighter aircraft combat training systems. For paragraphs "a" through "f" above, list any applicable contracts that cover these requirements (previous or current) and your company's specific role as the prime or subcontractor. Provide specific contract tasks or deliverables, length of effort, and agency/organization supported.
