The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. INTRODUCTION The North American Industry Classification System (NAICS) code for this acquisition is 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 500 employees. The potential Product Service Codes (PSCs) identified are 6685 (Pressure, Temperature and Humidity Measuring Instruments) and 6695 (Combination and Miscellaneous Instruments). The intent of this Request For Information (RFI) is to conduct market research for the purpose of determining market interest, the capability of potential sources, the estimated cost, and the estimated delivery time from date of award for each of the three (3) Items identified below. The Government is seeking to determine whether the 3 Items can be combined in to a single requirement or multiple requirements as a result of the RFI. Therefore, we request respondents reply to any or all of the Items listed. This constitutes the start of market research and will be used for planning purposes only. The Applied Aerodynamics and Store Separation Branch of NAVAIR (AIR-4.3.2.1) is in the process of enhancing / upgrading / replacing its data acquisition, flow field diagnostics, and wind tunnel control capabilities for the Naval Aerodynamic Test Facility (NATF) wind tunnel. The NATF is a low speed, 4 foot by 4 foot test section wind tunnel with a top speed of nearly 200 ft/s. The facility has a number of sub-systems that allow various instrumentation systems to measure various flow field and aerodynamic properties. A main operating computer (MOC) controls the data acquisition of the sub-systems computers. The NATF enhancements will be for the: (1) purchase and integration of a three-component laser Doppler velocimetry system (LDV), (2) purchase and integration of an unsteady, simultaneous data acquisition system, and (3) a wind tunnel seeding system traverse. The facility purchases / upgrades will have sufficiently low electronic noise for the entire system to operate without noise interference with all systems operating. Unless otherwise stated, the purchased items will run on standard power and must meet the minimum specifications identified within. The Government is issuing this RFI to research capable sources for each of the above three (3) Items. REQUIRED CAPABILITIES Below are Items (1), (2) and (3) for which the Government is seeking interested and capable sources. Sources should respond to any or all of the identified RFI Items below: ITEM (1): Procurement of Laser Doppler Velocimetry System - A new 3-dimensional (3 velocity vector components) Laser Doppler Velocimetry (or Anemometry) system. This includes software to acquire/reduce/analyze the data from the instrument and a computer for instrument control and data storage. The LDV is an instrument that uses frequency shifted laser light to determine the flow velocity. This item would require: A turn-key, fully-integrated, 3-component LDV system. The system would be used in a low speed (200 ft/s maximum speed), 4' X 4' test section, wind tunnel and require the following features: 1. Computer: a. A controlling computer with a minimum 64-bit quad core Intel Xenon processor. b. Minimum 2.4 GHz 6 GB RAM. c. Minimum 1 TB hard drive. d. WIN 7 64-bit operating system. e. THE COMPUTER MUST NOT HAVE WIRELESS ACCESS, E.G., NO WI-FI, BLUETOOTH, ETC. 2. Software: a. Minimum 64-bit software that controls, acquires, reduces, and analyzes LDV signals. Must be fully compatible with Windows 7. b. Instrument must be able to be remotely triggered. 3. Laser: a. Two-component, diode-pumped, solid state laser with a minimum of 300mW for each channel. b. Single-component (3rd component of the LDV system), diode-pumped, solid state laser with a minimum of 200mW power. 4. Optics: a. Optical focal length minimum of 1500 mm. 5. Photo Detactors: a. 3- channel photo-detector receive components LDV signals. 6. Signal Processor: a. Signal processor suitable for speeds from 0 ft/s (or as low as possible) to 250 ft/s. 7. Options: a. Option for 1 W laser (each channel) for two component laser. b. Option for 300 mW W laser for the third component laser. c. Option for a phase Doppler particle sizer with applicable software and necessary equipment/components to analyze micron-sized particles. Notional size range from approximately 0.5 micron and up. Exact size range negotiable based on size bandwidth possible and instrumentation capability. 8. Miscellaneous: a. Equipment, if able to be rack mounted in standard 19" rack, shall be provided with appropriate rack-mount hardware. b. Mounting plate for transmit/receive optics to attach to GFE Newport/Klinger rail traverse. c. All power cables shall be provided. d. Power meter for laser. ITEM (2): Procurement of Simultaneous Data Acquisition System - Upgrade/replace unsteady data sub-system. This would include data acquisition hardware, software to acquire and reduce the data from the instrument, and a computer for data storage. The unsteady data system would be for strain gage type instrumentation (e.g., pressure transducers, force and moment balances). This item would require: 1. Embedded Computer/Controller: a. A controlling computer with a minimum 2.3 GHz quad-core Intel Core i7-3610QE processor. b. Minimum 2.3 GHz 16 GB RAM. c. Minimum 3 TB Hard Drive. d. Minimum 2 SuperSpeed USB; 4 Hi-Speed USB; 2 Gigabit Ethernet; GPIB, and serial port. e. Minimum 250 GB or Greater 2.5 in MLC SATA Ext Temp 24/7 Solid State Drive f. WIN 7 64-bit operating system. g. THE COMPUTER MUST NOT HAVE WIRELESS ACCESS, E.G., NO WI-FI, BLUETOOTH, ETC. 2. DAQ: a. Minimum 24 bit analog-digital converter (ADC) per channel, 32 channels (analog input) with at least 100,000Samples/s/channel simultaneous (not multiplexing) sampling rate for up to 30 seconds. b. Able to be fully compatible with existing PXI-based data acquisition equipment and NI-DAQmx drivers. c. Must be able to do analog and digital triggering. d. Must be able to do shunt calibration on channel. e. Maximum 10V excitation available for supplying instrumentation excitation. f. Must be able to do gain amplification/signal conditioning for quarter-, half-, and full-bridges with anti-aliasing filtering. g. Any unused slots shall be covered to avoid contamination/fouling. h. Any terminal mounting blocks, if necessary, shall be provided. 3. Software: a. Must be fully compatible with Windows 7 (64-bit), NI-DAQmx drivers and PXI formats and protocols. 4. Miscellaneous: a. Equipment, if able to be rack mounted in standard 19" rack, shall be provided with appropriate rack-mount hardware. b. All power cables shall be provided. ITEM (3): Procurement of Wind Tunnel Seeding System Traverse - Tunnel particle dissemination traverse. Stand alone actuated traverse to dispense aerosol particles in the wind tunnel. System is a standalone, locally/manually controlled (no remote control via a computer) traverse. This item would require: 1. Traverse: a. Maximum vertical height: 9 feet. b. Able to vertically traverse maximum 100 pound load. c. Maximum lateral traverse: 3 feet. d. Longitudinal traverse: none. e. Must be able to be moved (rolled/wheeled around) by a maximum of two personnel. Must have be on wheels or similar but be able for the traverse weight to off-loaded and jack pads used to secure in place. f. Must be stable with load in any vertical position. Must not tip over or sideways. g. Vertical and lateral traverses motorized with a maximum speed of 1 foot/minute, minimum speed is 0.25 ft/s. h. Vertical traverse must have ability to mount securely a load that is 3' X 3' X3' and 100 pound. i. Vertical traverse range from the floor: 3' to 9'. j. Traverse to utilize local control. Preferably joy stick controlled. SUBMITTAL INFORMATION Each Item should have its own response. If a company provides a response to more than one of the Items, responses may be submitted together in one electronic package, but with each Item having its own separate electronic file. Responses to this RFI may be proprietary to the responding company. Clearly identify the proprietary elements of the information. All responses should be labeled appropriately and will be handled accordingly. Responses must be UNCLASSIFIED. The following information must be included in the RFI response: 1. Company profile to include: company name, company physical and mailing addresses, points-of-contact information including name, phone number, fax number and e-mail addresses for technical, contractual, and security purposes, number of employees, office location, CAGE code, DUNS number, and a statement regarding current small business size status under the associated NAICS code; 2. Statement of capability demonstrating the following: a. Identify which of the 3 Items your response is for. b. Part Numbers for the Item. c. Demonstrate your capability to meet the specifications by providing appropriate spec sheets, brochures, or other documentation for the Item. d. Are you the manufacturer of the Item? If not, who is? What is the manufacturer's business size? e. Demonstrate your capability to meet the requirements of FAR 52.219-14. f. Is the Item commercially available as described? g. What is the country of origin for the Item? h. Provide a Rough Order of Magnitude (ROM) for the Item. If your company can provide more than one of the Items, would there be a discounted price? i. What is your estimated delivery time from time of contract award for the Item? Responses to this RFI shall be submitted electronically by email to lydia.munley@navy.mil. Responses shall be received no later than 2:00 p.m. Eastern Standard Time on 29 May 2013. Classified material SHALL NOT be submitted. Following a review of the responses received, NAVAIR may elect to schedule one-on-one meetings with some respondents or ask follow-up questions to gain additional information. NOTE: This RFI is issued for the purpose of determining market interest and capability of sources and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items contained in this notice. The Government is only seeking possible sources and information for future needs. No solicitation document exists. All information received in response to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests.
