Description
The United States Patent & Trademark Office (USPTO) intends to award a sole-source contract in the amount of $3,561,071.20 to Steel Thread Software Inc., 22375 Broderick Drive, Suite 150, Sterling VA 20166 for a base year with two years option for engineering and certified professional services consisting of the design and implementation of the USPTO Continuous Integration Configuration Management (CICM) Platform. The North American Industry Classification System (NAICS) is 541511. This is not a solicitation nor will a solicitation be issued in regards to this announcement. Therefore, no RFQ will be issued as a result. The USPTO Efficiency Act, 35 USC §2(b)(4)(A) and USPTO implementing regulations, the Patent and Trademark Acquisition Guidelines (PTAG), exempt USPTO from the Federal Property and Administrative Services Act and the Competition in Contracting Act. The PTAG states "it is the policy of USPTO to promote competition to the maximum extent possible." Under the circumstances described below, it is determined that at this time competition for this requirement will not further the agency's mission and that only one source will reasonably satisfy the USPTO's immediate needs for a CICM platform. Description of Requirement: USPTO is pursuing a requirement on a sole source basis to acquire Steel Thread Software, Inc. consulting services to implement a centralized Continuous Integration Configuration Management (CICM) software development platform using open-source products based on a solution identified by the USPTO, OCIO Enterprise Configuration Management Division (ECMD). The solution is an integration of products and practices that will address the existing challenges in establishing efficiencies in software development using Agile practices. The solution is a development platform that will effectively support the USPTO's Next Generation Agile development lifecycle. Additionally, new cloud computing technologies will be implemented to provision a development platform to Subject Matter Experts (SMEs) and software engineers that do not necessarily have to be physically located in the Washington DC metropolitan area. The implementation of the CICM software development platform requires familiarity with the USPTO architecture, security, tools-stack, configuration management and related deployment processes (requirements, engineering, testing, bug tracking, continuous integration and automated deployment) that are integral to software engineering in an Agile development environment and requires a very short turnaround time to meet the immediate requirements of the business areas. The requirement is time sensitive from both business and compliance standpoints as the USPTO OCIO must expeditiously establish a central repository of the existing Next Generation development initiatives and create visibility of Next Generation portfolio project status. The Defense Information Systems Agency (DISA) addressed this same reality over 6 years ago when they developed FORGE.mil, a development platform that supports over 16,000 software developers around the world, using the Internet- https protocol and two-factor authentication. The design solution identified by ECMD is based upon the FORGE.MIL service model. DOD's FORGE.MIL development environment was designed by Steel Thread Software, Inc. USPTO requires the services of a consulting company familiar with the FORGE.MIL architecture, security, tools-stack, configuration management and related deployment processes (requirements, engineering, testing, bug tracking, continuous integration and automated deployment) that are integral to software engineering in an Agile development environment. The procured services will provide engineering and professional services in the implementation of ECMD's identified solution and will include design, installation, configuration, testing and maintenance of the USPTO Continuous Integration Configuration Management Platform. Steel Thread Software, Inc.'s services offer a unique social coding platform that integrates social networking and collaboration capabilities with application lifecycle management. It is customized to the Federal government environment, built to run on government run supply systems, and meet government requirements. This particular social coding platform is essential to the USPTO's requirement, thereby precluding consideration of services by another company. During the past 6 years, Steel Thread Software, Inc. has had the opportunity to address technical, security, requirements, continuous integration and adoption and rollout for DoD development teams. This past experience and subsequent evolution of FORGE.MIL, brings a wealth of knowledge and experience to tackle our requirement for a common platform for Agile development. This level of expertise is only available from Steel thread Software, Inc.
