- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AWARD. Mission and Installation Contracting Command-Installation Contracting Office Fort Sill, Oklahoma, intends to award a SOLE SOURCE, Contract to Fifth Dimension Technologies, INC. (5DT) for repair of SME M22 Binoculars. The SME M22 Binoculars were manufactured by 5DT Inc., Irvine, CA. 5DT disassembled an actual M22 Steiner Binocular replacing the internal optical components with cabling, hardware, and miniature LCD screens enabling the device to receive visual data from CFFT2+ software running on a Gamebryo Image Generator (IG) for Fort Sill, Oklahoma. The primary place of performance shall be 15375 Barranca PKWY STE G103 Irvine, CA, 92618-2208. Contractor shall provide all labor and equipment to maintain, repair the SME M22 Binoculars back to working condition. This contract will be awarded for Base Period, plus two option periods. Performance period will be one year, based on date of initial award. The current M22 Binoculars were developed, designed, and installed by 5DT Inc. This contractor is the only contractor that can maintain functionality/maintenance of the current system equipment. This requirement shall be awarded as a firm fixed price contract. The North American Industry Classification System (NAICS) Code is 811219, size standard $19.0 million. This proposed contract action is for services for which the Government intends to solicit or negotiate with only one source under the authority of FAR 6.302. Interested individuals may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received within ten (10) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
