Description
1. The U.S. Army Space and Missile Defense Command (USASMDC) intends to negotiate on a sole source basis with MILTEC Corporation of Huntsville, AL (MILTEC) for Advanced Hypersonic Weapon Technology Demonstration (AHW-TD), supporting execution of AHW Flight Tests and technology development and demonstration experiments. The proposed acquisition is directed to MILTEC pursuant to 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, quote mark Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. quote mark Since program requirement inception MILTEC has been the only provider of services and is the only contractor capable of continuing to provide the required highly skilled contractor support consisting of scientists, engineers, technicians, chemical engineers, chemists, and environmental and safety specialists with unique hands-on expertise in state-of-the-art design and development of the AHW Hypersonic Glide Body (HGB) and/or Flight Test Vehicles (FTV) and associated technology development efforts including the supporting execution of AHW Flight Tests and technology development and demonstration experiments. This acquisition will continue and build-up the prior work of MILTEC and it has been determined that award to any other source would result in substantial duplication of cost to the Government not expected to be recovered through competition. The goal of this program is ultimately to develop, integrate, and flight test upgraded versions of the HGB, focused on evolving CPGS requirements as well as the program responsibility to support the overall CPGS community. The AHW program builds on the successful AHW Flight Test 1A to execute the follow-on technology demonstrations and design/development tasks. This activity will include Flight Test preparation and procurement of hardware necessary to support the AHW program Flight Tests as well as future development test activities. The activities undertaken in this program will focus on continued development of the HGB and/or FTV to support the evolving CPGS requirements, as well as specific tasks assigned by OSD AT&L/SW and SMDC to include innovative weapons concepts for OSD boost-glide technology demonstration, PEO Missiles and Space short range tactical and theater hypersonic missile developments, Navy intermediate range hypersonic weapons, CSM long range hypersonic weapons, space-based range support, and satellite communication (SATCOM) technology needs. 2. This is a SOURCES SOUGHT SYNOPSIS; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 3. This action is not open to foreign participation. Based upon market research, the Government is not using the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent to award a sole source contract is not a request for competitive proposals. Interested parties who believe they can perform this requirement without substantial duplication of cost to the Government are invited to submit a written narrative statement of capability, no more than 15 pages in length, to include detailed technical information sufficient to permit agency analysis in order to determine bona fide capability to meet the Government's requirements. In order to be responsive, the statement must demonstrate and provide: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] Responses without the required documentation will be considered nonresponsive. The above stated information must be received no later than 15 days after publication of this synopsis, should cite number W9113M-13-R-0002, and should be emailed to POC Ms. Rosemary Holley-LaQua; rosemary.a.holleylaqua.civ@mail.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a response that will be considered. This is NOT a formal notice of solicitation. 4. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Any resultant award will include a twenty-four (24) month basic effort and three (12) month option periods, for a potential period of performance of sixty (60) months. The contract type will be Cost Plus Fixed Fee. The estimated cost for this acquisition including option years is $82M. 5.
