LWW Total Access Collection Subscription Office of Informatics and Analytics Request for Information VA701-13-I-0202 May 13, 2013 Introduction: This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). VA is currently conducting market research to locate qualified, experiences and interested potential sources. Responses will not be considered proposals nor will any award be made by interested parties in responding to this Sources Sought announcement. Background: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires a commercial off the shelf web based, full text, LWW Total Access Publishing electronic journal collection subscription, or equal, that will be made available throughout the VHA healthcare system. VHA's goal is to insure uniform availability to a subscription based collection of high quality, clinical, full text electronic journals across the VHA system to improve clinical decision making at the point of care. Requirements: Objectives: The desired goals of the nationwide provision of a subscription to a collection of full text, electronic journals are as follows: Providing access nationwide to a collection of full text, electronic journals that will build on the already in place enterprise wide subscriptions to the web based versions of New England Journal of Medicine and ACP Pier Plus from STAT!Ref. Initiating a nationwide, centralized purchase to capitalize on the economies of scale offered by vendors. Negotiating one contract to decrease the current contracting and reviewing efforts that are required at the facility and/or Veterans Integrated Service Network (VISN) level and thereby avoid the costs and workload associated with multiple procurements. Making the collection of full text, electronic journals accessible throughout the network through CPRS (Computerized Patient Record System), the VA's Electronic Health Record, to insure consistent access at the bedside for all VHA health professionals and staff. The vendor must provide a single web URL which will provide the VA with a single point of entry to all resources provided. Scope of Work/Salient Product Characteristics: The vendor will provide all sites on the VHA network with access to a single online, web-based product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. An unlimited number of simultaneous users are to have immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access also have access to the product. A username and/or password option must be offered for remote users if needed. Usability Searching and navigating within the system are logical and easy to use. Searching quickly retrieves material of high relevance. Users should be able to search by journal title, volume, issue, year, and page numbers in addition to text or keyword searches. The product shall provide help and direction aids that are easily accessible by a user with basic computer skills, which have forthright answers or tutorials that provide resolutions to basic usability questions. Currency Journal issue access is made available by publication date. Access, content, support Product is 508 compliant. (http://www.section508.gov/) Section 508 Program Need Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant for the following program need: "eBooks." Section 508 Deliverable Requirements Technical standards from 36 CFR part 1194 Subpart B have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those technical provisions identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those functional performance criteria identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. Solicitation respondents must describe how the information, documentation, and support proposed for Electronic and Information Technology (EIT) deliverables meet at least those information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Section 508 Evaluation Factors Responses to this Request for Information will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration. Section 508 Acceptance Criteria eBooks delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility. eBooks delivered must include a completed GPAT, a sample of which is included as a part of this solicitation. If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant, then the vendor must describe why no work is being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. An unlimited number of simultaneous users are to have immediate access from any web-enabled computer throughout VHA. It is required that all authorized remote users (with VPN, dial-up, wireless access, etc.) have access to the product through any VA networked computer and/or CPRS. A username and/or password option must be offered for remote users if needed. The product is compatible with most standard web browsers (Mandatory: Microsoft Internet Explorer and Mozilla Firefox), which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. Full text articles shall be available in PDF format. Access to the titles should be up to date with no period of embargo to the full text. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VHA users nationwide. System downtime shall be minimal and a VA project manager or Contracting Officer's Representative (COR) shall be notified 24 hours before a system downtime must occur or as soon as a system outage is noticed. Articles must have a web feature, such as a printer friendly" link that allows for full article printing without loss of content. Single point of contact for customer service issues, available by both phone and email, shall be assigned to VA and must be available a minimum of 8 hours Monday thru Friday. Also, 24/7 full customer service shall be available to VA at no additional cost to address any possible technical issues affecting VA's usage rights. General product questions are responded to within two (2) business day. Usage statistics are available to the system administrator on an enterprise level. Availability of usage statistics at an IP level is desired, but not mandatory. The product shall be accessible via a variety of Personal Digital Assistant (PDA) or smartphone platforms including the Blackberry. Articles can be emailed among VHA colleagues. Period of Performance: The period of performance shall be one year from date of award. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than fifteen (15) pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: Company name and address Company point of contact name, telephone number and email address Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, and potential teaming partners If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. The name, address, and value of each project. The Prime Contract Type, Firm Fixed-Price, or Time and Material. The name, telephone and address of the owner of each project. Description of each project and why it is relevant to this requirement. Include difficulties and successes. Your company's role and services provided for each project. What kinds of performance assessment methods are commonly used? What are the common qualifications of the people who are providing these services? The applicable NAICS code for this project is 519130 with a Small Business Size Standard of 500 employees.
