- The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Daniel L. Stufflebeam (DBA Educational Research Services) of Kalamazoo, MI for support services for the development of an FRA R&D program evaluation capacity building strategy, including an Evaluation Implementation Plan The justification is as follows. Mr. Stufflebeam is the creator of the Context Input Process and Product (CIPP) model. FRA has utilized the CIPP model for over a decade and has customized the model for its purposes. Currently, FRA is seeking to formalize its customized model for broad application across all of R&D. Mr. Stufflebeam has assisted FRA with this customization of his CIPP model. Consequently, as creator of the model and as Mr. Stufflebeam has assisted FRA in this formalization process, he is uniquely qualified to assist with the model formalization process and to provide the evaluation capacity building services described above. Furthermore, Mr. Stufflebeam has international expertise in evaluation, particularly evaluation capacity building. Mr. Stufflebeam was the Director of the Evaluation Center at the Western Michigan University (WMU) for 39 years, making significant scientific contributions to the field of evaluation. He has conducted evaluations in areas that included education, community development, economic development, housing, military personnel evaluation, state and national assessment; lectured and consulted in more than twenty countries and advised and assisted many organizations in the United States and abroad, helping found the American Evaluation Association (AEA). He has authorized numerous journal articles and authored and co-edited several books on the subject. Mr. Stufflbeam has received many recognitions for this work. Consequently, Mr. Stufflebeam is the only known source that can perform the level of evaluation services needed. His experience and expertise make his company the only available source to perform these services. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within fifteen days of the closing date of this announcement, will be considered.
