- THIS SOURCES SOUGHT SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This sources sought is issued for the purposes of Market Research and to determine the appropriate Small Business Sourcing Strategy for this acquisition. Under the North American Industry Classification System Code (NAICS) 511210, the Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 23, is seeking a solution that supports both single sign-on for application access and preventing time-outs that are currently an issue with the Tele-ICU. This will enable better management of the multiple usernames and passwords required for each user. There are four Tele-ICU desks (each with two PCs) located in Minneapolis and two Tele-ICU desks (each with two PCs) in Iowa City that are used by ICU nurses and intensivists for the monitoring of ICU patients at remote locations. At the start of a shift, the clinical user launches the following applications: Philips eCareManager, Philips ICCA (for each monitored location), Philips ICCA User Account Unlock Tool (for each monitored location), GE patient waveforms, and Philips patient waveforms. Each application has the potential to have a different username and password for each user. Additionally, there are varying time-out periods per application. The following list includes the applications used on each workstation and how they are accessed. The monitored locations are Minneapolis VA, Sioux Falls VA, Fargo VA, Omaha VA, Des Moines VA, Iowa City VA, Fort Meade VA, and Spokane VA. There is the potential to expand to five additional VA locations this year. The Contractor shall provide all labor, materials, tools and equipment, on-site training, maintenance, technical support, project management and supervision required to perform the work as further defined in the SOW/Specifications. The clinical functionality of the solution shall include patient registration, reporting, tracking, quality assurance and quality control, analytics and reporting, and be non-developmental, i.e. commercially available. Small Business Size Standard: $35.5 million All applicable small businesses, with a firm intention to bid on this requirement, are encouraged to respond. Interested small businesses shall submit detailed capability information on contracts they consider relevant in demonstrating their ability to perform. The statement of capabilities should include: 1.Firm name, address, e-mail, telephone and fax numbers 2.Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3.Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. a.Provide a listing of three (3) most recent projects your firm has performed. 4.Your firms Data Universal Numbering System (DUNS) 5.Central Contractor Registration's (CCR) registered NAICS Codes. Responses to this Sources Sought Notice can be either Mailed to: Department of Veterans Affairs, Fargo VA HCS, Contracting Office (attn: Chris Volk), 2101 Elm Street, Fargo, ND 58102, or sent via email to Christopher.Volk@va.gov. All responses must be received no later than May 24, 2013. If response is sent via email, vendor is responsible to confirm receipt as server limitations can restrict delivery of large files.
