- Solicitation number, SPE4A6-13-R-1021, SC1000010355, NSNs 1440-01-091-3689 Support cover, 5342-01-072-9601 Handle Assembly, 1440-01-137-2882 Cover Assembly, 5342-00-093-7594 Coupling Half, 4935-00-570-2077 Block Button and 5365-01-342-3711 Spacer Plate. Unit of issue is each for all six NSNs. Solicitation is an unrestricted procurement using the procedures of other than full and open competition. Marvin Engineering Co. Inc. CAGE 32067 is the only approved manufacturer for each of the NSNs. The part number is 58A164D848 for NSN 1440-01-091-3689, 3234832 for NSN 5342-01-072-9601, 14-82025-6 for NSN 1440-01-137-2882, 619R943G02 for NSN 5342-00-093-7594, D7448-4 for NSN 4935-00-570-2077 and 3825112 for NSN 5365-01-342-3711. Non-Commercial and is not CSI for all 6 NSNs. The solicitation will result in a multi-NSN Indefinite Quantity Contract (IQC) for a base year plus 4 option years. The requested delivery is 217 days ARO for NSN 1440-01-091-3689, 115 days for NSN 5342-01-072-9601, 216 days for NSN 1440-01-137-2882, 70 days for NSN 5342-00-093-7594, 184 days for NSN 4935-00-570-2077 and 92 days for NSN 5365-01-342-3711. Surge only applies to NSN 5342-00-093-7594 and the AMWR is 1. The highest priority weapon system is Z9N for NSN 1440-01-091-3689 and the end item is Aircraft FA-18 (growler). The highest priority weapon system is C4N for NSN 5342-01-072-9601 and the end item is Helicopter H1 all versions. The highest priority weapon system is 03F for NSN 1440-01-137-2882 and the end item is Aim Sidewinder missile system. The highest priority weapon system is 19F for NSN 5342-00-093-7594 and the end item is Aircraft Eagle F-15. The guaranteed minimum quantity is 25 each for NSN 1440-01-091-3689, 5 each for NSN 5342-01-072-9601, 43 each for NSN 1440-01-137-2882, 25 each for NSN 5342-00-093-7594, 6 each for NSN 4935-00-570-2077 and 5 each for NSN 5365-01-342-3711 and is applicable to the base year only. The estimated annual quantity is 113 each for NSN 1440-01-091-3689, 10 each for NSN 5342-01-072-9601, 88 each for NSN 1440-01-137-2882, 50 each for NSN 5342-00-093-7594, 12 each for NSN 4935-00-570-2077 and 10 each for NSN 5365-01-342-3711. The maximum quantity for all 5 years is 1,125 each for NSN 1440-01-091-3689, 75 each for NSN 5342-01-072-9601, 875 each for NSN 1440-01-137-2882, 500 each for NSN 5342-00-093-7594, 100 each for NSN 4935-00-570-2077 and 100 each for NSN 5365-01-342-3711. Final contract award decision may be based upon Price, Past Performance, and other Evaluation factors as described in the solicitation. FOB is Destination with Inspection and Acceptance at destination/destination for NSNs 5342-01-072-9601, 5342-00-093-7594, 4935-00-570-2077 and 5365-01-342-3711. FOB is Destination with Inspection and Acceptance at origin/origin for NSNs 1440-01-913-3689 and 1440-01-137-2882. Solicitation will issue on May 29, 2013 with a closing date of July 1, 2013. Reverse auction clause 52.215-9023 applies. Since a Reverse Auction may be conducted, offerors are encouraged to access website dla.procurexinc.com to see how to participate in an auction. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211.9000, Government Surplus Material, or adequate traceabilit y documentation to show product is acceptable. In addition, respondents should identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the government.
