- Solicitation posted with Synopsis The purpose of this announcement is to alert vendors of Defense Logistics Agency Aviation (DLAA) that the Industrial Plant Equipment Services Division intends to issue multiple Firm Fixed Priced Blanket Purchase Agreement (BPA) to procure new Waterjet (s). A price quote and technical data (refer to Section L Instructions to Offerors) shall be submitted to the Government for review in order to be considered for the establishment of a BPA. Section M contains the Government's Evaluation Basis for Award of the BPA. After the BPA's have been established for the Waterjet a request for quote will be sent to each BPA holder which will include the ship-to address in order for the vendor to propose adequate cost for shipping, installation, and training if required. Reverse Auction may be utilized to compete each individual requirement. The salient characteristics for the Waterjet can be found in Part 1 #12. This opportunity is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish BPAs with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be considered. Interested parties must provide the required documentation in order to be considered for award of a BPA. All responsible sources may submit a quote, which shall be considered by the agency. The total ordering capacity under each BPA shall not exceed $4,900,000.00 and no call issued under any of the BPA's shall exceed $649,999.00. Each BPA shall be valid for a period of two (2) years or when total dollar amount of all calls issued under the BPA reaches $4,900,000.00, whichever comes first. The Government reserves the right to issue as many BPA's for the waterjet as they deem necessary. There is no minimum Government obligation. To be considered for BPA award all prospective vendors must be registered in the System for Award Management (SAM). Interested parties are requested to provide their CAGE number for verification of inclusion in the System for Award Management https ://www. sam.gov/ which now hosts the Government's Central Contractor Registry. The issuance of multiple BPAs is to ensure competition and achieve best value for our customers. All BPA calls/orders shall be issued on a firm fixed price basis. All questions relating to this procurement shall be submitted via the Internet at https://dscr.ipeweb@dla.mil or randell.hardy@dla.mil. The request for proposals for establishment of a BPA for the Waterjet is effective May 13, 2013, and offers must be submitted by May 31, 2013, 2 p.m. EST. BPA and Sections L and M are attached.
