- The U.S. Department of Energy (DOE), Office of the Chief Financial Officer, Office of Financial Risk, Policy and Controls (CF-50) intends to award a five (5) year sole-source contract for ProVal software. This proposed five (5) year contract consists of one (1) twelve month Base Year and four (4) twelve month Option Years to provide Office of Financial Risk, Policy and Controls (CF-50), with one enterprise license of ProVal pension valuation and projection software. ProVal provides proprietary software used to calculate and analyze pension and employee benefit programs, including the annual valuations, contributions and expenses, forecasting, and asset allocations, as well as produce standard and ad hoc management reports management for each of the 36 contractor plans administered by the Department of Energy. ProVal is published exclusively by Winklevoss Technologies, LLC. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii). This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within fifteen (15) calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
