- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Prometheus Computing, LLC, of Cullowhee North Carolina for Knowledge Facilitation Project IT Technical Enhancements under other than full and open competition by the authority of FAR subpart 13.106(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The major phases of the Knowledge Facilitation Project have been completed and the maintenance phase will be transitioned in-house to the Government in October to maintain the project and provide limited updates as needed. While the Government has personnel with the requisite capabilities to perform the maintenance, they must first be trained on the architecture of this very complex program. The current (and last) task order includes a set of high-priority subtasks, and was not originally envisioned as the final task order, so it does not include subtasks for final debugging of code developed under this task order or subtasks for training and transition to another programmer. Therefore, a three-month extension is urgently required to close-out this task order and transition the project in-house. Because of the very specific nature of this database project, and its development by Prometheus Computing programmers working closely with NIST customers, there is not a practical alternative to closing out this project other than the required extension. Given the expected availability of IT resources in-house, and the limited work remaining to be done, it would not be cost effective to the federal government to conduct a new solicitation for contract support. Because the close-out requires intimate knowledge and understanding of the project and underlying code, it is not possible to use another vendor to complete these tasks. The CNST project management system developed under this task order is now in daily use and a mission-critical system for daily operation of a national nanotechnology user facility supporting over 1600 researchers participating in over 400 projects per year (all managed through this system). It is essential that NIST be able to debug, maintain, and continue to add features to this system. Failure to execute this extension would cause an unacceptable delay in the CNST's ability to manage projects and report metrics as required to the DOC. The IDIQ (SB1341-09-CQ-0044) from which the original task order (12-402) was awarded was competed via full and open competition in 2009. Prometheus Computing is the only contractor who can provide the Knowledge Facilitation Project IT Technical Enhancements services that meet NIST's requirements. Therefore, the Prometheus Computing is uniquely qualified to provide the required services. The effort will be completed no later than December 31, 2013. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard is $14.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (Eastern) on May 28, 2013. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
