- Market Research Survey REQUEST FOR INFORMATION (RFI) IS NOT CONSIDERED A REQUEST FOR PROPOSAL. No solicitation document is available, and telephone and email requests for a copy of the solicitation will not be honored. Any response to this notice must accompany details expressing clear and convincing evidence of prospective contractors experience, capability and capacity to perform this requirement. This requirement is in its infant stage of development; therefore the information collected is for market research. This RFI serves as a market survey to query the capability of the competitive market. The Department of State (DOS) requires operation and management of Local Guard Services for the Embassy of the United States in Embassy Abuja, Nigeria and Consulate General Lagos, Nigeria under one (1) contract. These services are necessary in order to prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, dependents and property and terrorist acts against all US assets and prevent damages to Government property. The contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work as required in the contract. The estimated number of annual hours for guards is 650,000. Major duties and responsibilities are to perform access control to limit entry to only authorized personnel or visitors, the operation of walk-through metal detectors, hand-held detectors and special monitoring devices. These requirements may change depending on mission needs during the awarded periods of performance. The Government anticipates awarding a single contract with a period of performance for one Base Year (12-Months) and four one-year periods at the option of the Government. The DOS solicits responses to this notice from all sources to include small businesses (including small businesses in all socio-economic categories) teaming agreements, and joint ventures with the experience, capacity and capability to perform Local Guard Services for U.S. Embassy Abuja and Consulate General Lagos, Nigeria. All prospective contractors are encouraged to complete the attached Market Survey Questionnaire for submittal to Valerie Green at GreenVM2@state.gov. The Government plans to issue the solicitation around June/July 2013. Again, the solicitation will be issued via the FEDBIZOPPS - no paper copies will be mailed.
